EXECUTIVE SUMMARY
Recommendation to approve the submittal of a FY 2014/15 grant application for Federal Highway
Administration Flexible Funding in the amount of $287,124 for the construction of additional bus
shelters through the Federal Transit Administration Transportation Electronic Award
Management System.
OBJECTIVE: To obtain grant funds for the construction of additional bus shelters.
CONSIDERATION: Each year the Collier Metropolitan Planning Organization Board adopts
Congestion Management System project priorities that are provided to the Florida Department of
Transportation (FDOT) for funding in the work program. Collier County has been provided $287,124 in
Fiscal Year 14/15 for the design and construction of twelve (12) bus shelters. A grant application must be
entered into the Federal Transit Administration (FTA) Transportation Electronic Award Management
(TEAM) System.
The grant process requires transit projects to provide a twenty (20 %) percent match. Collier County will
request approval from the FDOT for the use of toll revenue credits in the amount of $71,781 as a soft
match for the grant.
After review and approval by FTA, the grant award is electronically executed in TEAM by the Collier
County Board - appointed designee, Stephen Carnell. Alternative Transportation Modes and Office of
Management and Budget grant compliance staff will also use this electronic system to manage the
projects and submit all required reports.
FISCAL IMPACT: No fiscal impact is associated with this action at this time. The grant apportionment
is $287,124. A grant budget amendment will be required to recognize the funds when FTA awards the
grant to Collier Area Transit.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: Transit capital improvement supports goals and objectives of
the Transportation Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners authorizes staff to apply and submit
the attached grant application for the Federal Highway Administration Flexible grant funds in the amount
of $287,124.
