EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid number 14 -6290 in the amount of $207,850 to
Gulfstream Petroleum Services, Inc., for Project Number 71066, "North County Regional Water
Treatment Plant Diesel Fuel Storage Tank Replacement," and authorize a budget amendment in
the amount of $200,000.
OBJECTIVE: Replace two 20,000 - gallon aboveground diesel fuel storage tanks at the North County
Regional Water Treatment Plant (NCRWTP) that no longer comply with National Fire Protection
Association (NFPA) Chapter 30 regulations.
CONSIDERATIONS: The proposed scope of work for Project 71066, "NCRWTP Technical Support
Projects," is consistent with the 2010 Water Capital Improvement Project (CIP) Update, page 2 of 4, line
69, as identified in the 2011 User Fee Rate Study. Funding for Project 71066 is available in, and is
consistent with, the FY2014 Capital Budget.
The NCRWTP has two 20,000 - gallon aboveground diesel fuel storage tanks, which supply diesel fuel to
four emergency generators that provide emergency power during utility outages. These tanks were
constructed and installed in 1992 as part of the original plant construction. The Florida Department of
Environmental Protection (FDEP) completed its annual Storage Tank Facility Compliance Site Inspection
on October 30, 2012, and its subsequent report dated February 15, 2013, identified a non - compliant
condition with the diesel fuel storage tanks. The existing fuel tanks no longer comply with NFPA
regulations that require emergency venting of the secondary containment for double - walled, single
compartment tanks. The scope of this project includes replacing the two non - conforming fuel storage
tanks with tanks that comply with NFPA Code 30.
Invitation to Bid number 14 -6290 was advertised on April 23, 2014, with 2,061 notices sent to vendors
that provide the described services. Thirty -seven prospective bidders downloaded full bid packages, and
four bids were received. Staff opened the four sealed bids on May 15, 2014. One bid was deemed non-
responsive; the three qualified bids are summarized below.

Staff and the project design engineer, CPH, Inc., determined the lowest qualified bid to be fair and
reasonable, and recommend awarding the contract to Gulfstream Petroleum Services, Inc. The bid is
approximately 15 percent below the project consultant's $246,360.25 opinion of probable cost. The
Purchasing Department concluded bidding was competitive and representative of market conditions. The
quote summary, quote chart, engineer's letter of recommendation, and contract are attached (Attachments
1, 2, 3, and 4, respectively).
The bid documents informed bidders that there might be unforeseen conditions associated with the
project. The project cost incorporates an allowance of $20,000.00 that includes, but is not limited to,
additional costs to replace damaged communication/electrical wiring and piping that may become
apparent during construction. The price for any additional work shall be negotiated prior to
commencement in accordance with the county's purchasing policy and the terms of the agreement.

FISCAL IMPACT: Funding is available in, and is consistent with, the FY2014 Capital Budget approved
by the Board of County Commissioners on September 19, 2013. The source of funding is Water User
Fees (412). A $200,000 budget amendment is required from Carry forward General Fund (919010). Since
this is a replacement project to comply with regulatory requirements, there is no change in operation and
maintenance costs.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval — SRT.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board of
the Collier County Water -Sewer District, award Invitation to Bid number 14 -6290 in the amount of
$207,850.00 to Gulfstream Petroleum Services, Inc.; authorize the Chairman to sign and execute the
contract after final approval by the County Attorney's Office; and, approve the necessary budget
amendment to transfer funds in the amount of $200,000.00 from Carry forward General to Project 71066,
"NCRWTP Diesel Fuel Storage Tank Replacement Project."

The County received bid packages from four (4) contractors for the North County Regional Water
Treatment Plant (NCRWTP) Diesel Fuel Storage Tank Replacement. One of the bidders was deemed
non - responsive for missing information in their bid package. This project involves the replacement of the
two (2) existing 20,000 - gallon diesel fuel storage tanks, replacement of the existing aboveground fuel
piping, and reconnection of the associated electrical and controls equipment. The bids provided by the
County are detailed below.

All bid packages received, appeared to be complete and contain the required documents per the Request
for Quotes. Based on our review of the big packages we have no objection to the County proceeding with
the award of the bid to Gulfstream Petroleum Services in the amount of $207,850.00, which includes the
County's $20,000.00 allowance. CPH called on the references listed in Gulfstream's bid package and
each of the individuals spoken to were satisfied with the quality of work. The engineer's opinion of
probable construction cost was $246,360.25. Each of the responsive bidders was within 15% of the
estimated construction cost; therefore, all bids should be considered equal.
