EXECUTIVE SUMMARY
Recommendation to approve a Resolution repealing and replacing Resolution No. 96 -491, any and
all amendments thereto, in order to update the fee schedule used by the Natural Resources
Department for analytical and professional services and providing for an effective date of October
1, 2014.
OBJECTIVE: Adopt an updated fee schedule provided by the Natural Resources Department
(NRD), with an effective date of October 1, 2014.
CONSIDERATIONS: On June 20, 1996, the Board of County Commissioners (Board) directed
the Pollution Control Department (now part of the Natural Resources Department) to provide
analytical services, for a fee, to determine the quality of drinking water, wastewater, swimming
pool, and ground /surface waters. On November 5, 1996, agenda item 16A1, the Board adopted
Resolution No. 96 -491 that established a fee schedule for analytical services, to be amended as
needed, and made these services available to non -profit organizations, government agencies, and
the general public.
In addition to collecting and analyzing water quality samples for the NRD's water quality
monitoring program, the NRD laboratory provides field sampling and analytical services, for a
fee, to local non - profit entities, governmental agencies and the public. Customers include: the
City of Naples; the City of Marco Island; Collier Soil and Water Conservation District; the
Conservancy of Southwest Florida; Pelican Bay Services; Parks and Recreation; and the Water
Department. Sampling and analyses for the South Florida Water Management District and Big
Cypress Basin are managed separately, under Board approved contracts.
The fee schedule needs to be updated to reflect a new parameter; the addition of professional
services such as field sampling; and current costs. The fees have not increased for 18 years,
although the costs associated with providing the services have increased. Fund 114 covers the
costs of the scope of work for the NRD's water quality monitoring program; therefore the
proposed fee schedule reflects only the direct costs of providing the extra services to the public,
the non - profit and governmental agencies. The fees for the proposed fee schedule were
calculated using the cost of labor and supplies per parameter for the analyses, and labor only for
the professional services.
Existing customers were notified of the potential fee schedule changes, no customer feedback
was received regarding the changes. The costs for most analyses increased due to the increased
cost of supplies and labor, however, the cost of a few analyses decreased, due to improvements
in analytical methodologies. The average change per customer is a $2,640 increase in annual

average costs. Customer impact is summarized in Attachment III.
The proposed fees provide adequate funding to offset the direct costs of the analyses and
professional services that are outside the scope of Fund 114.

The NRD laboratory is accredited in microbiology, trace metals, and general chemistry. The lab
provides analytical services for the 68 parameters listed in the Exhibit A that are common
environmental and water quality concern indicators. Specialized analyses such as those
associated with fracking chemicals would need to be taken to a laboratory with the capability to
test for those specific chemicals.
FISCAL IMPACT: Based on historical collections from existing non - contractual customers, it
is anticipated that revenue in Fund 114 will increase by $21,122 annually.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and
requires a majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Approval of this updated fee schedule will help
ensure compliance with the Growth Management Plan Natural Groundwater Aquifer Recharge
Sub - Element and Conservation and Coastal Management Element that provide for the collection
and evaluation of groundwater and surface water quality data.
RECOMMENDATION: That the Board of County Commissioners approve a Resolution
repealing and replacing Resolution No. 96 -491, any and all amendments thereto, in order to
modify the fee schedule used by the Natural Resources Department for analytical and
professional services and providing for an effective date of October 1, 2014

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REPEALING AND REPLACING
RESOLUTION NO. 96 -491, ANY AND ALL AMENDMENTS THERETO, IN
ORDER TO MODIFY THE FEE SCHEDULE USED BY THE NATURAL
RESOURCES DEPARTMENT FOR ANALYTICAL AND PROFESSIONAL
SERVICES AND PROVIDING FOR AN EFFECTIVE DATE OF OCTOBER 1,
2014.
WHEREAS, the Natural Resources Department's Pollution Control Laboratory was created
to provide water quality monitoring services for the Pollution Control's water quality monitoring
program; and
WHEREAS, through its approval of Resolution No. 96 -491, the Collier County Board of
County Commissioners (Board) established a fee schedule for analytical and professional services
provided by the Natural Resources Department in this regard to the general public, non -profit
organizations, and government agencies; and
WHEREAS, the Natural Resources Department has recommended that the Board update
this fee schedule to reflect the current costs for the analytical services, the addition of parameters
and professional services such as field sampling; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Board hereby modifies the Natural Resources Department Fee Schedule, as set forth in
the attached Exhibit A, which shall become effective on October 1, 2014.
2. On October 1, 2014, Resolution No. 96 -491 and any and all amendments thereto will be
repealed and replaced and of no further force and effect.
