EXECUTIVE SUMMARY
Recommendation to reclassify one alternate member as a regular member of the All
Terrain Vehicle Park Ad Hoc Committee.
OBJECTIVE: To reclassify alternate member Greg Westgate as a regular member of the All
Terrain Vehicle Park Ad Hoc Committee.
CONSIDERATIONS: The All Terrain Vehicle Park Ad Hoc Committee was established by
Resolution 2012-110 to assist the Board in researching and identifying lands that are appropriate
and suitable for an All Terrain Vehicle (ATV) park. The committee was further extended via
Resolution Nos. 2013-64 and 2014-47, with a sunset date of June 12, 2015. The committee is
comprised of seven regular members and two alternate members who shall, to the extent
possible, be community members who are ATV riders and who have demonstrated a substantial
interest in working with Collier County staff to determine a potential site for an ATV park.
Three regular members of the committee have recently resigned. The vacancies are currently
advertised on the County website and applications are being solicited from interested citizens.
Staff recommends that one alternate member be reclassified as a regular member. The vacancies
to be filled would then be for two regular members and one alternate. A list of the current
membership is included in the backup.

COMMITTEE RECOMMENDATION: None, due to lack of quorum. Recommendation
memo from staff is attached.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners considers the request for
reclassification, appoints Mr. Greg Westgate as a regular member, and directs the County
Attorney to prepare a resolution confirming the appointment.

Steve Carnell and Barry Williams would like to make the following
recommendation in regards to this committee:
Due to the recent resignations from members of this committee at this time we
are asking that the following alternate member, Mr. Greg Westgate be moved
from his current status as an alternate to a regular member of the committee.
At the most recent meeting we were not able to approve items due to a lack of
quorum, so we would ask that this be expedited and placed on the June 10th
agenda in order to move forward with future items that need approval.

•Pursuant to the provisions of Collier County Ordinance No. 2001-55, as amended, the Board of
County Commissioners hereby establishes the Collier County ATV Park Ad Hoc Committee
,(Committee)to assist the Board in researching and identifying lands based on acreage and
amenities that are appropriate and suitable for an ATV park.
Resolution 2012-110
There shall be seven members to this Committee, who shall serve a one year term. Additional
and replacement members shall, to the extent possible, be comprised of community members
who are AN riders and who have demonstrated a substantial interest in working with Collier
County staff to determine a potential site for the AN Park.
The functions, powers, and duties of this Committee shall be to aid and assist the Board in
researching and identifying lands appropriate and suitable, based on acreage and amenities, for
an ATV park. Additionally, the Committee may evaluate options for the use of private land for the
establishment of an AN Park. These options include but are not limited to:
A.Purchase or lease of private land;
B.Easements for the establishment of AN trails over private land to connect with lands of other
property owners;
C.Private/public partnerships where private property owners develop and operate an AN Park
on their land with possible assistance and/or funding by the County; and
D.Volunteer assistance and funding from the AN community.
Unless extended by Resolution of the Board, this Committee shall automatically sunset without
further action one year from the date of this Resolution.
This committee was further extended via Resolution Nos. 2013-64 and 2014-47,with a sunset
date of June 12, 2015.
