EXECUTIVE SUMMARY
Recommendation to reappoint one member to the Educational Facilities Authority
OBJECTIVE: To reappoint one member to the Educational Facilities Authority to a term
expiring on March 23,2019.
CONSIDERATIONS: This five member authority was established by the BCC on March 23,
1999 by Resolution No. 99-177 pursuant to FL STAT 243.18 — 243.40 to transact any and all
business and to exercise any and all powers authorized by the Act for an educational facilities
authority. EFA is limited to financing projects on behalf of private, nonprofit, post secondary
educational facilities. Terms are five years. A list of the current membership is included in the
backup.
Mr. Clay Cone's term expired on March 23, 2014. The vacancy was advertised and applications
were received from the following interested citizens:

RECOMMENDATION: That the.Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointments.

• Dear Ms. Rodriguez:
The Collier County Educational Facilities Authority("EFA") has been advised that the
term of Clay Cone,one of our members, is expiring. After public notice, Clay Cone has applied
for re-appointment. Mr. Cone has served well on the EFA,having a perfect attendance record at
meetings. Mr. Cone has taken an interest in economic activities in Collier County for more than
20 years, is a former business editor for the Naples Daily News, has worked for a local bank,and
does consulting work for local businesses and non-profits.This experience has made him a
valuable member of the Authority.
The Authority has provided significant financing for both International College and Ave
Maria University in recent years, an important service to Collier County and its citizens. The
experience, knowledge, and conflict-free judgment of Mr. Cone is vital to the work of the
Authority, and I highly recommend his re-appointment.

The purpose of this five member authority is to assist institutions for higher education in the
construction,financing, and refinancing of projects. One member shall be a trustee, director,
officer, or employee of an institution for higher education located in Collier County. Terms are 5
years.

International College requested an EFA to assist with tax-exempt financing of its now
administrative/classroom facilities planned for the Northbrook Village PUD. EFA is limited only to
financing projects on behalf of private, nonprofit, post secondary educational facilities.
