6/10/2014 16.D.6. EXECUTIVE SUMMARY Recommendation to approve a Resolution authorizing the Public Transit Manager to submit Board Approved Federal Transit Administration Grant Applications, Awards and Agreements through the Transportation Electronic Award and Management System. OBJECTIVE: To provide for expedient processing of grants through the Federal Transportation Electronic Award and Management(TEAM) System. CONSIDERATION: The Alternative Transportation Modes (ATM) Department receives grant funds from the Florida Department of Transportation (FDOT); the Florida Commission for the Transportation Disadvantaged; and the Federal Transportation Administration(FTA) annually. All grants are brought to the Board for submission approval and execution when the grant is awarded. Often execution of additional forms is required for the grant funds to be processed by the grantor. Timely execution of these documents is needed to ensure prompt eligibility of expenses for reimbursement and prevent potential in lapses of funding. To avoid the risk of lapses in funding,staff is requesting that the Board delegate authority to the Public Transportation Manager for the following: 1. Execution and filing of Board-approved applications 2. Updating and making minor modifications to grant applications when required by FDOT/FTA; and 3. Accessing the FTA Production and Quality Assurance Database in TEAM. This authorization will include the issuance of a Personal Identification Number (PIN) by FTA to allow the Public Transportation Manager to perform these functions. FISCAL IMPACT: This request has no fiscal impact. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT:This request has no Growth Management impact. RECOMMENDATION: That the Board of County Commissioners authorizes the Chairman to sign the attached Resolution and Designation of Signature Authority form authorizing the Public Transit Manager to submit Board-Approved Federal Transit Administration Grant Applications,Awards, and Agreements through the Transportation Electronic Award and Management System.
