Agenda 05/27/2014 Item #16C2 5/27/2014 16.C.2. EXECUTIVE SUMMARY Recommendation to approve a work order for $472,333 to Douglas N. Higgins, Inc., under Request for Quotation #08-5011-115 for Underground Utility Contracting Services for the South County Water Reclamation Facility Proposed 30" and 24" Force Main and Master Pump Station 306 Force Main—Phase IV project,Project Number 70044. OBJECTIVE: Meet demand, stay in compliance, serve customers efficiently, and improve reliability by providing an alternative path for wastewater to flow from Master Pump Station (MPS) 302 to the South County Water Reclamation Facility (SCWRF). CONSIDERATIONS: The proposed scope of work for Project 70044 "Force Main Technical Support" is consistent with the 2010 Water Capital Improvement Project (CIP) Update, page 2 of 4, line 56, as identified in the 2011 User Fee Rate Study. Funding for project 70044 is available in and is consistent with the FY2014 CIP Budget. On September 11, 2012, the Board approved Contract #11-5782 for three design contracts for the Wastewater Basin Program under Agenda Item 11E. The MPS 306 Force Main project is one of many projects under design as part of the Wastewater Basin 306 Program. More construction projects are planned as the program continues and as funding becomes available. Wastewater MPS 306 is located near U.S. 41 and Thomasson Drive. Currently, MPS 306 discharges through a force main to MPS 302 located at the intersection of Rattlesnake Hammock Road and Santa Barbara Road. MPS 302 discharges through a 36-inch force main to the SCWRF. Approximately 80 percent of the south wastewater transmission system is conveyed through MPS 302 to the SCWRF. Currently, there is no alternative path for these flows to reach the SCWRF; therefore, the 36-inch force main cannot be shut down for preventative maintenance. Further, if the 36-inch force main were to fail, approximately 80 percent of the south transmission system would be out of service with a high potential for sanitary sewer overflows. To address these vulnerabilities, a new force main is under construction from MPS 306 to the SCWRF. This will provide an alternative path, allowing flow from MPS 302 to MPS 306 and then to the SCWRF. Attachment six shows the locations of the existing and proposed facilities. Under current flow conditions this project will directly benefit approximately 64,000 customers. Rapid land development in this area necessitates force main construction in phases, as easements can be acquired. This scope of work is Phase 4 of 7 required to construct the approximate 18,000-foot force main from MPS 306 to the SCWRF. Phase 4 is approximately 1,300 feet. Phase 1 (2,000 feet) was authorized by the Board on April 22, 2014 (Item 16C3). Phases 6 and 7, approximately 900 feet each, were constructed in November and December 2013. The remaining Phases 2 and 3 are planned to he constructed by the end of FY 2015. The county distributed Request for Quotation, "SCWRF Proposed 30" and 24" Force Main & MPS 306 Force Main — Phase III" (Attachment 2). on March 7, 2014, to the five vendors under Fixed-Term Underground Utilities Contract #08-5011. Four contractors submitted quotations by the March 24, 2014, deadline. The quotations are summarized below and in Attachment 1. Packet Page -815- 5/27/2014 16.C.2. VENDOR PROJECT COST Douglas N. Higgins $472,333.00 Quality Enterprises $ 541,420.00 Haskins, Inc. $ 715,000.00 Mitchell & Stark $ 825,000.00 Staff determined the lowest quote to be fair and reasonable and recommends awarding the project to Douglas N. Higgins, Inc., the lowest responsive and qualified vendor. The quote is $1 17,667 (20 percent) less than the engineer's cost opinion. The design professional, Hole Montes, Inc., recommends award to Douglas N. Higgins,Inc., in its letter dated March 26, 2014 (Attachment 4). Douglas N. Higgins, Inc. has a satisfactory performance and warranty record on previous, similar utility-related projects. The quote specifications informed the bidders there may be unforeseen conditions associated with the project. The quote amount incorporates an allowance of $55,000 for owner-directed additional work which includes, but is not limited to, unforeseen work and costs associated with existing underground piping, electrical wiring and conduits. The price for any additional work will be negotiated prior to commencement in accordance with the county's Purchasing Policy and the terms of the agreement. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2014 Capital Budget approved by the Board on September 19, 2013. The source of funding is the Wastewater User Fee Fund (414). The project is expected to be complete by August 2014. There will be a minor increase in annual maintenance costs for the additional force main. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, approve a Work Order for $472,333 to Douglas N. An inadvertent return occurs where slurry fails to return due to subsurface ground conditions, i.e., encountering a gravel bed that serves as an aquifer. 9. ADD: the following to Specification Section 330523.13 Horizontal Directional Drilling: 3.7 ENVIRONMENTAL REQUIREMENTS A. Dispose of all drilling fluids and spoils in compliance with all relative environmental regulations, right-of-way and work space agreements, and permit requirements. B. The HDD operation shall be a closed loop slurry system maintained to eliminate the accidental discharge of water, drilling mud, or spoils. Provide equipment and procedures to maximize the recirculation of drilling mud and to minimize waste. C. All inadvertent returns to the surface shall be cleaned up upon discovery and before the end of the shift. The surface area shall be washed and returned to the original condition. If the amount of surface returns exceeds the capacity of the small sumps being used for 2 Packet Page -830- 5/27/2014 16.C.2. collecting and containing surface returns, drilling operations shall be discontinued. Drilling shall not resume until contingency plan is implemented. D. All construction-related activities involving fuels and lubricants, such as vehicle refueling and equipment maintenance including draining and pumping of lubricants, shall be conducted at a sufficient distance from the water channel to eliminate contamination in case of a spill. Double containment during fueling or greasing operations shall be implemented. E. Provide sanitation and garbage facilities on both sides of the crossing. Waste shall be collected and transported offsite for disposal. F. Damage to pond liner or bulging of the liner from inadvertent returns beneath the pond liner shall be repaired by Contractor at his expense. The work shall include at a minimum dewatering and isolating damaged area or bulge area with hydraulic dams, removal of the damaged or bulge portion of the liner, replacement of damage or bulge liner with a new 60 mil HDPE liner, spark test repair, and submit results to the County and the Engineer for approval.
