EXECUTIVE SUMMARY
Recommendation to approve budget amendments in the amount of $968,610 to allow continuous
operation of the Community Care for the Elderly, Alzheimer's Disease Initiative, and Home Care
for the Elderly grants for the Collier County Services for Seniors program from the Area Agency
on Aging of Southwest Florida, Inc. d/b/a Senior Choices of Southwest Florida prior to the
execution of a funding award (Fiscal Impact$968,610).
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors' frail,
elderly clients through the Community Care for the Elderly (CCE), Alzheimer's Disease Initiative (ADI),
and Home Care for the Elderly(HCE)grant programs.
CONSIDERATIONS: Collier County Services for Seniors (CCSS) has provided support services to
qualified senior for over thirty years through the CCE, ADI, and HCE grants. These grants are funded by
Florida Department of Elder Affairs (FDOEA), through the Area Agency on Aging of Southwest Florida
d/b/a Senior Choices of Southwest Florida(Senior Choices).
The current service agreements for CCE, ADI, and HCE were approved by the Board on July 24, 2012
(Agenda item 16D15). Current funding awards for these programs end on June 30, 2014. Historically,
CCSS receives the continuation funding award from the grantor agency during the latter part of June for
the upcoming grant cycle. In order to avoid disruption in services and to ensure compliance with the
grant service agreement requirements, the upcoming funding has been estimated based on the FY13
allocation. When final agreements are received, any necessary budget amendments to reflect variations in
the final allocations will be prepared and presented to the Board.
CCSS is also responsible for collection of client co-payments for the CCE and ADI grants, with a
specified collection goal established by Senior Choices. This budget amendment includes estimated co-
payment goals based on 85%of FY13 goals,to be used to support the programs.
Approval of this item will appropriate a budget to reflect estimated grant funding for FY14 in the amount
of$884,925 from Senior Choices. The CCE grant has a local match requirement of 10%, which will be
partially met through the copayments received. ADI and HCE have no match requirements.

FISCAL IMPACT: It is expected that the Florida Department of Elder Affairs will provide $884,925 in
grant funds with a 10% CCE match requirement of$80,965 for total award amount of$968,610. Budget
amendments totaling $884,925 are required within Human Services Grant Fund 707, CCE Project 33336,
ADI Project 33337, and HCE Project 33338. The required match will be met through a combination of
local match ($63,965) and required CCE and ADI co-payments ($19,720). Budget amendments for
match are required within Human Services Match Fund 708, CCE project 33336 and ADI project 33337
for the local match portion($63,965) and co-payment portion ($19,720). Local match is available within
Reserves (Fund 708).
GROWTH MANAGEMENT: There is no growth management impact from this recommendation.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which requires a majority vote
for approval.—JAB
RECOMMENDATIONS: That the Board of County Commissioners approves the necessary budget
amendments to ensure uninterrupted services to elderly clients and authorizes eligible expenditures prior
to the execution of the funding award agreement.
