EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid number 14-6239 in the amount of$225,045 for Project
Number 70034, "North County Regional Water Treatment Plant 6-MG Ground Storage Tank
Repair,"to Crom Engineering& Construction Services, LLC.
OBJECTIVE: Maintain operational and reliability requirements to meet potable water demand and
remain in compliance with all regulatory requirements at the North County Regional Water Treatment
Plant(NCRWTP).
CONSIDERATIONS: The proposed scope of work for Project 70034, "Water Treatment Plant
Structural Rehabilitation," is consistent with the 2010 Water Capital Improvement Project (CIP) Update,
page 3 of 4, line 77, as identified in the 2011 User Fee Rate Study. In FY2014, the project scope was
broadened from the rehabilitation of reactors at the South County Regional Water Treatment Plant to
include the rehabilitation of all water plant structures at both water plants. Funding for project 70034 is
available in, and is consistent with,the FY2014 Capital Budget.
The NCRWTP has two six-million gallon potable water storage tanks, which are vital components in the
treatment plant process necessary to meet customer demand for water. The original tank, constructed in
1992, is leaking in several locations. Cover coat cracking and efflorescence is noticeable around the tank
circumference with the most significant cracking located on the west side where water passed through the
tank diaphragm and shows visible signs of water leakage.
The scope of this project provides for the repair of the tank, including interior tank pressure washing to
remove existing delaminated crack repair material, high-strength epoxy crack injection, and coating the
entire interior wall surface with a rigid surface barrier followed by two coats of a National Sanitation
Foundation-approved, highly flexible protective coating and waterproof barrier. Exterior tank repairs
include pressure washing, sealing exterior cracks with grout followed by coating the tank wall and dome
with a flexible, breathable paint.
Invitation to Bid number 14-6239 was advertised on February 18, 2014, with 1,901 notices sent to
vendors that provide the described services. Sixty-nine prospective bidders downloaded full bid packages,
and three bids were received. Staff opened the three sealed bids on March 20, 2014. The bids are
summarized below.

Wright Construction Group $499,945.88
Staff and local project design engineer, TRC Worldwide Engineering, Inc., determined the lowest bid is
fair and reasonable, and recommend awarding the contract to Crom Engineering& Construction Services,
LLC. The bid is approximately 13 percent below the project consultant's $260,000.00 opinion of probable
cost. The Purchasing Department concluded bidding was competitive and representative of market
conditions. The bid tabulation, bid chart, engineer's letter of recommendation, and contract are attached
(Attachments 1,2, 3, and 4,respectively).

The bid documents informed bidders there might be unforeseen conditions associated with the project.
The project cost incorporates an allowance of$20,000.00 that includes, but is not limited to, additional
wall cracking that may be hidden behind existing crack repair material. The price for any additional work
shall be negotiated prior to commencement in accordance with the county's purchasing policy and the
terms of the agreement.
FISCAL IMPACT: Funding is available in, and is consistent with,the FY2014 Capital Budget approved
by the Board of County Commissioners on September 19, 2013. The source of funding is Water User
Fees(412).
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, award Invitation to Bid number 14-6239 in the amount of
$225,045.00 to Crom Engineering and Construction Services, LLC, and authorize the Chair to sign and
execute the contract after final approval by the County Attorney's Office.

Per your request, TRC Worldwide Engineering, Inc. (TRC) has received and reviewed three
complete bid packages from responding contractors that were submitted to Purchasing of Collier
County Administrative Services Division for the 6 MG Ground Storage Tank Repairs located at
North County Regional Water Treatment Plant (NCRWTP) under bid solicitation ITB 14-6239. Bids
were based upon drawings and specifications prepared by TRC entitled "North County Regional
Water Treatment Plant Restoration of 6.0 MG Ground Storage Water Tank Repairs and Related
Work" with Project Manual dated January 24, 2014. The work primarily includes repairs to the
tanks and a tank interior liner. TRC is providing this recommendation for consideration in awarding
this project. Please see below bid tab for the contractors submitted:

Based upon TRC's review of the bid packages and bid tabulations provided by Collier County and
as summarized above, Crom Engineering and Construction Services, LLC (CECS) is the lowest
bidder. CECS bid of $225,045.00 includes a $20,000 allowance for unforeseen project conditions
such as additional concrete repairs above the allowances provided on the bid forms. In review of
the experience submitted by each of the contractors, in addition to being low bidder, CECS
experience with similar projects exceeds that of the other contractors submitted.
In consideration of the above, TRC would recommend that Collier County proceed with the award
of the NCRWTP 6 MG Ground Storage Tank Repairs as solicited under ITB 14-6239 to CECS in
the amount of $225,045.00. Please contact Paul Moerschel with TRC with any questions or
concerns regarding this award recommendation.
