Agenda 04/22/2014 Item #16A 9 4/22/2014 16.A.9.
EXECUTIVE SUMMARY
Recommendation to approve a waiver in accordance with the guidelines set forth in the
Advance Street Name Guidelines policy and Resolution No. 2012-114 for the placement of
advance street name guide signs along Immokalee Road at the approaches to Quarry
Drive/Woodcrest Drive.
OBJECTIVE: To consider approving a waiver in accordance with the guidelines set forth in
the Advance Street Name Guidelines policy and Resolution 2012-114 for the placement of
advance street name signs along Immokalee Road at the approaches to Quarry Drive/Woodcrest
Drive.
CONSIDERATIONS: The Advance Street Name Guidelines policy was approved by the Board
of County Commissioners(Board)on June 26,2012, Item 16A16.
Some of the policy guidelines are:
• Use advanced street name signs only to identify critical or significant cross streets,
• Advanced street name signs are not intended to identify destinations such as cities,
facilities,or residential neighborhoods,
• Be consistent with FDOT guidelines for Advance Street Name Signs,
• Meet the requirements established in the Manual on Uniform Traffic Control Devices
(MUTCD),
• Allow advance street name guide signs for minor road approaches with a minimum of
2,000 vehicles per day, and
• Resolution 2012-114, Item 2D, allows the Board to consider a waiver from the •
requirements of the guidelines upon request.
On March 18, 2014, the Quarry community submitted a written request for a waiver from the
policy requirements. The Quarry is a residential neighborhood with a private access that does
not meet the policy's minimum requirement of 2,000 vehicles per day. The community would
like the advance street name signs, as indicated in the attached letter, to minimize the number of
drivers who miss the entrance.
There is no cost associated with waiving the requirements of the policy for the advance street
name guide signs, as the cost for materials and installation is the responsibility of the private
homeowners association.
FISCAL IMPACT: There is no cost associated with waiving the requirements of the policy for
the advance street name guide signs. Further, there shall be no cost to the County for installation
of advance street name guide signs for private roadways. For intersections with private
roadways, the right-of-way permit cost, material cost, installation cost and replacement cost of
advance street name guide signs shall be the responsibility of the homeowner associations
(HOA) and/or developers desiring to install signs on county highways for private roadways.

GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this executive summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: That the Board approves the waiver authorizing Pulte Homes/Quarry
community to install advance street name signs along Immokalee Road at Quarry
Drive/Woodcrest Drive in accordance with Resolution 2012-114,Item 2d.

Re: Advanced Street Name Sign on Immokalee Rd. at Quarry Dr./Woodcrest Dr.
March 18, 2014
Dear Mr.Ahmad,
I am writing to you to address the need of Advanced Street Signage on Immokalee Rd.to show
that for drivers who are approaching Quarry Drive. With the heavy flow of traffic both east and
west bound on Immokalee Rd. many who come to the Quarry miss the entrance. If we had an
advanced street name sign drivers would be more aware of The Quarry access which would
hopefully minimize drivers from passing The Quarry and from crossing multiple lanes to
complete the left turn into The Quarry.
According to BCC Resolution 2012-114 we are requesting a waiver that exempts our HOA/
Development from the requirements set forth in the resolution. We are requesting an
exemption from item#2,that we are a residential development with a private access. Also, we
are requesting the exemption from the 2,000 vehicles per day on Quarry Drive.
We will apply for a right-of-way permit, and Pulte our developer will pay for the installation.
We will also place the name of Woodcrest Drive on the signage.
Should you have any questions once you receive this communication please do not hesitate to
contact me.
Thank you in adv. ,%e for considering this request.
