Agenda 04/22/2014 Item #16A 1 4/22/2014 16.A.1. EXECUTIVE SUMMARY Recommendation to receive and approve the Collier County Floodplain Management Plan 2013 Progress Report and Action Plan for 2014. OBJECTIVE: To provide the Board of County Commissioners (BCC) with the ninth annual progress report on the Collier County Floodplain Management Plan that was developed as a requirement of the County's participation in the Community Rating System of the National Flood Insurance Program. CONSIDERATIONS: Collier County is a voluntary participant in the Community Rating System (CRS) of the National Flood Insurance Program. Because the County has a Class 6 rating in the CRS program and there are more than ten (10) properties in the County that have filed multiple flood insurance claims within any ten-year period, thus establishing them as Repetitive Loss (RL) properties, the. County is required to develop and maintain a Floodplain Management Plan. The purpose of a Floodplain Management Plan is to promote awareness of floodplain and flooding issues, identify known flood hazards,discuss past flooding events,assess the current floodplain/flooding problems, and set goals along with a strategy to make the community more resistant to flooding. One key component is to address ways to mitigate the RL properties so they no longer are susceptible to flooding from the 1-percent annual chance storm event. Collier County currently is rated as a Class 6 community in the CRS program, which provides up to a 20 percent discount on the premium rates charged to flood insurance policy holders. The County is required to annually provide a progress report on the accomplishments of goals in the Floodplain Management Plan. At least every five (5) years, the Floodplain Management Plan must be updated. For Collier County, the Floodplain Management plan was developed as a portion of the adopted Hazard Mitigation Plan (now renamed the Local Mitigation Strategy). The attached "Collier County Floodplain Management Plan 2013 Progress Report" (hereafter referenced as REPORT) includes a reporting of progress made toward fulfilling the Action Plan for 2013 items which were derived from the goals, objectives and policies of the current Floodplain Management Plan that was approved by the Board on 12-11-07. The REPORT also includes the recommended Floodplain Management Plan Action Plan for 2014, with a prioritization given to those items that are mandatory (identified as Category A), those items selected as the "Top Three" for completion by the Floodplain Management Planning Committee(identified as Category B), and all of the other uncompleted Action Items (identified as Category C) included in the Action Plan for 2014. Category D identifies completed action items. Staff is providing this annual report to keep the BCC informed on progress in floodplain management. FISCAL IMPACT: None,to receive and approve the REPORT. COLLIER COUNTY FLOODPLAIN MANAGEMENT PLAN 2013 PROGRESS REPORT and ACTION PLAN FOR 2014 The Collier County Floodplain Management Plan was prepared as a requirement for continued participation in the Community Rating System (CRS) of the National Flood Insurance Program. It is included in the Local Mitigation Strategy which is adopted by the Board of County Commissioners (Board) at a regularly scheduled and noticed public meeting. They are also available for review on the County's web page at http://www.colli ergov.n et/I nd ex.aspx?na2e=2810 The Community Rating System (CRS) requires the County to annually develop and present a report on the progress made to the goals, objectives, and approved Action Plan of the Floodplain Management Plan. This report is then submitted as a part of the subsequent year's CRS annual recertification documentation. County staff has prepared the Floodplain Management Plan 2013 Progress Report for presentation and review with the Floodplain Management Planning Committee (FMPC) and the Board based upon the Action Plan approved by the Board on 4-9-13 [Agenda Item 16(A)(12)]. The purpose of the annual progress report is to help ensure that there is a continuing and responsive floodplain management planning and implementation process. Notifications on the availability of this progress report are made through the standard public advertising process for all items on the Board's agenda, of which this Progress Report will be included on the 4-22-14 Consent Agenda. When an item is placed on the Board's agenda, it is available for review and inspection in the Board's office, the Office of the County Manager, and on the County's web site (www.collieraov.net). There is also a public notification process for each meeting of the FMPC, of which this Progress Report was included for discussion on 3-3-14. In 2006, the Board established the FMPC to further promote the development and implementation of sound floodplain management practices within the County. The FMPC consists of eight (8) volunteer members of the public, four (4) County staff members representing ten (10) key departments involved in activities impacting the floodplain, and one (1) representative from each of the three(3)municipalities. Page l of 11 Packet Page-187- 4/22/2014 16.A.1 . During 2013, the FMPC met five (5) times in regular meetings to discuss floodplain management plan implementation issues and progress. County staff gave seven (7) presentations to interested groups regarding the Digital Flood Insurance Rate Map (DFIRM). The Collier County Floodplain Management Plan (FMP) was totally revised and adopted by the Board in 2008. The County was notified in 2009 that the FMP did not sufficiently address all of the plan development steps as outlined in the CRS Coordinator's Manual. As a result of the FMP not meeting minimum scoring requirements, the County's continued participation in the CRS program is maintained through the Local Mitigation Strategy (LMS) which is due for updating in 2014. In 2012 staff identified that all of the flood,impact analyses must be updated to address the new flood zone impact areas as delineated on the DFIRM and the updated coastal surge mapping as delineated on the Sea and Lake Overland Surge from Hurricanes (SLOSH) modeling. Completion of the FMP updating is anticipated to occur in 2014 with presentation to the Board for approval in late 2014. The 2013 FMP Action Plan is located in Section 7.10 of the FMP to identify those items deemed important for accomplishment in the following year to meet the intentions of the FMP's goals, objectives and policies. The 2013 Action Plan is listed below along with a brief explanation for each Action Item. The table contains a prioritization system in the first two columns to identify if the Action Item is (A) mandatory, (B) selected as one of the "Top Three" by the FMPC, or (C) one of the previously listed items that may be addressed if the situation arises or staff completes the list of(A) and (B) items, or (D) completed (although periodic status review may be provided). Staff was able to complete or work on most items identified as category A. Priority Item Al was placed on hold until the scheduled updating of the Floodplain Management Plan (FMP) in 2014. Until the impact analyses are completed for the updated FMP there is no need to hold public meetings with agencies or property owners. For that reason Priority Items A9 and Cl received no activity. For Priority B items, the Flood Damage Prevention Ordinance (Priority B1) was proposed for replacement by the State's 2010 Florida Building Code compliant "model" ordinance, and it is in draft form. Priority Item C 1 saw the creation of a new "Flood Information" web site on the County's web site. Extensive amounts of information were provided by use of the public and a procedure developed to check and update links and material on a monthly basis. Several Priority C items are no longer recommended for implementation and are anticipated to be eliminated during the updating of the Floodplain Management Plan in 2014. The Floodplain Management Plan 2013 Progress Report was reviewed by the FMPC on 3-3-14, and their suggested editing was incorporated into the document. PROPOSED ACTION PLAN FOR 2014 n The 2014 Action Plan continues to utilize a list of ten (10) mandatory priority "A" annual action items, three (3) specific high priority `B" action items to accomplish in 2014, eleven (11) low rated priority "C" action items, and four (4) completed "D" action items. For 2014 there will be a focus on completing the updating of the Floodplain Management Plan. Various staff and departments will be involved in completing the other annual priority "A" activity items, and addressing action items related to the further implementation of the Watershed Management Plan. There will be limited additional efforts toward completion of other activity items while the Floodplain Management Plan is updated since this may create updated Action Plan items. The 2014 Action Plan top-rated category "A" priority continues to be the review and updating of the Floodplain Management Plan (FMP) which is required at least every five (5) years. The intent is to complete the updating of the required analyses and take the updated document through the extensive public input process throughout 2014 with completion and adoption in late 2014. It is anticipated that during the updating of the FMP there may be revised goals, objectives and policies developed that will then establish the Action Plan criteria. The meeting schedule of the Floodplain Management Planning Committee is proposed to remain on a quarterly basis for the review and updating of the FMP and other floodplain issues. Additional public outreach meetings to discuss the FMP may occur through the summer when seasonal rainfall brings floodplain management into consideration by the public. Approval of the "Action Plan for 2014" by the Board will have the effect of amending Section 7.10 of the FMP. The 2013 approved Action Plan will be replaced with the"Action Plan for 2014". The following "Action Plan for 2014" table utilizes a prioritization system in the first two columns to identify if the Action Item is (A) annually mandatory, or for the updating of the FMP (B) selected as high priority by the FMPC, (C) one of the previously listed items that may be addressed if the situation arises or staff completes the list of A and B items, or (D) completed (although periodic status review may be provided). The Growth Management Division is generally the County division responsible for implementation of the Floodplain Management Plan and its Action Plan. It is divided into the Planning and Regulation sub-division (GMD-P&R) and the Capital Construction and Maintenance sub-division (GMD-C&M). Within the GMD-P&R the departments with major responsibility to address the FMP action plan are Natural Resources (NRD), Planning and Zoning, Engineering, and Operations and Regulatory Management(ORM).
