EXECUTIVE SUMMARY
Recommendation to approve a Resolution authorizing the County Manager or his designee to
submit a grant application in the amount of 594,265 to the Housing, Human & Veteran Services
FY2014 -2015 Housing and Urban Development (HUD) Community Development Block Grant
(CDBG) for the expansion of the Immokalee Sports Complex Fitness Center with an in -kind
financial match of 524,353.
OBJECTIVE: To provide a larger fitness facility to meet the demand in the Immokalee area
using available grant opportunities.
CONSIDERATIONS: The Collier County Housing. Human & Veteran Services Department
(HHVS) recently announced the opening of the FY 2014 -2015 grant application cycle for
Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds.
The application period began on February 26, 2014 and continues through April 17, 2014.
Federal funds are sought through CDBG for the design and permitting for the expansion of the
Immokalee Sports Complex Fitness Center.
Currently, the only fitness center in the town of Immokalee is one locates at the Immokalee
Sports Complex and operated by the Collier County Parks and Recreation Department. This
facility has seen an increase in membership in the last three years of 67% with Fiscal Year (FY)
I l memberships at 2,000 and FY 13 at 3,333. The lack of another type of facility from the
private sector has created excessive demand on the Immokalee Sports Complex Facility to the
point that it has become crowded and over utilized. Space limitations brought by the existing
facility require expansion and the potential exists to double the size of the facility with CDBG
funding.
The Resolution authorized the Chairman to execute the application documents.
FISCAL IMPACT: Although this grant application does not require a match; the Department
is pledging an in -kind match of $24,353 for staff administrative costs and project management.
Funds for these services are budgeted within the Parks appropriations in the MSTD General
Fund (111). If awarded, grant revenue in the amount of $94,265 will be recognized through a
Budget Amendment.
GROWTH MANAGEMENT IMPACT: The Immokalee Sports Complex has been identified
by the County's Annual Update and Inventory Report (AUIR) within the County's Regional
Park Inventory, which specifically fulfills Policy 1.3 .2 of the Recreation and Open Space
Element of the Collier County Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a
majority vote for approval. - JAB

RESOLUTION AUTHORIZING THE SUBMITTAL OF AN
APPLICATION FOR A GRANT TO THE COLLIER
COUNTY HOUSING, HUMAN AND VETERAN SERVICES
DEPARTMENT, COMMUNITY DEVELOPMENT BLOCK
GRANT
WHEREAS, the Collier County Housing, Human and Veteran Services
Department encourages the improvement of' low -to- moderate income areas
through the Community Development Block Grant (CDBG); and
WHEREAS, Collier County desires to expand the only fitness center
available to Immokalee to enhance the fitness opportunities for Collier County
residents and visitors; and
WHEREAS, Staff has requested that the Board of County Commissioners
authorize the submittal of a grant application on behalf of Collier County and to
authorize the County Manager or designee to accomplish the goals of such a
grant, if awarded to the County.
NO'S, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNT17 COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:
The Board of County Commissioners authorizes Chairman signature and staff
submittal of the grant application, attached hereto, and authorizes the County
Manager or designee to administer the grant on behalf of the Board with all
understandings and assurances contained therein.
This Resolution adopted this day of 2014, after motion,
second and majority vote in favor of adoption.
