Agenda 04/08/2014 Item #16D 14/8/2014 16. D .1.
EXECUTIVE SUMMARY
Recommendation to approve a resolution amending the State Housing Initiatives Partnership
Collier County Local Housing Assistance Plan for Fiscal Years 13/14 -15/16 to include additional
purchase assistance for specified state - certified occupations, add a new Owner - Occupied
Rehabilitation Strategy, and update Exhibit A — Administrative Budget, and Exhibit C — Housing
Delivery Goals Chart to include the Owner - Occupied Rehabilitation project.
OBJECTIVE: To support the affordability of homeownership in Collier County.
CONSIDERATIONS: The State Housing Initiatives Partnership Program (SHIP), created by the 1992
William E. Sadowski Affordable Housing Act, receives funds designated by a specific percentage of
statewide documentary stamp tax revenues each year. The SHIP program provides funds to local
governments as an incentive to create partnerships that produce and preserve affordable homeownership
and multi- family housing.
Through an interlocal agreement with the City of Naples, the County implements the SHIP program
within the City limits and the City is considered a partner in receipt of SHIP funds.
In order to receive SHIP funds, the County must prepare a three -year Local Housing Assistance Plan
(LHAP) by resolution. The LHAP includes housing incentive strategies that meet the housing needs of
the very low —, low- and moderate- income households in Collier County and the City of Naples. The
LHAP serves as a guideline for the use of all SHIP funds for the particular three -year period.
The current LHAP (FY2013 -2016) was adopted by the Board on April 23, 2013, (Item 16D5) by
Resolution No. 2013 -94. The SHIP Program Fiscal Year 2013 -2014 Funding Certification, allocating the
FY2013 -2014 funds to Collier County was approved at the September 24, 2013 Board meeting (continued
from the September 10, 2013 meeting), Item l 6D17.
Staff was directed by the Board in mid 2013 to establish an owner occupied rehabilitation program
utilizing an outside vendor. At the May 14, 2013 board meeting (Item 916D8); staff brought back an
amendment to the FY2011 -2013 LHAP to include owner occupied rehabilitation in the Plan. Over the
remaining part of the year staff began to identify the need for this program and the process to solicit for an
independent organization to operate the program. During the same time, staff began tracking a number of
requests from homeowners in the County and the City of Naples inquiring about the possibility of having
needed repairs completed in their homes. These requests ranged from leaky roofs, electrical issues, septic
tank repairs /replacements, etc. Based on the current economic times, it is sometimes a challenge for very
low, low and moderate income persons to make the necessary repairs to their homes in order to have a
safe, secure place to live. Rehabilitation of owner occupied properties has been shown to preserve
neighborhoods and assist in reducing declining property values as a result of deterioration. In order to
respond to these needs, staff has prepared an amendment to the FY2013 -2016 LHAP and submitted it to
the Florida Housing Finance Corporation (FHFC) for review and approval to add owner occupied
rehabilitation to the County and City of Naples SHIP strategies. The FHFC is the state agency responsible
for the statewide SHIP program. FHFC reviewed the inclusion of owner occupied rehabilitation in the
FY2013 -2016 LHAP and provided acceptance of the amendment on December 19, 2013.
The amendment to the FY2013 -2016 LHAP includes the following changes:
Owner- Occupied Rehabilitation- Assist income - eligible owner occupied homeowners to provide
necessary repairs to correct code violations or emergency repairs that will impact their health, safety
Packet Page -1248-

and welfare. Housing, Human and Veteran Services will administer the application intake and income
eligibility section of this program and has issued a grant application notice to outsource the
construction management portion. Some examples of owner occupied rehabilitation
repairs /replacements could be, but are not limited to:
• Septic repair /replacement
• Roof repair /replacement
• Well repair /replacement
• Electrical
• Plumbing
• Heating and air conditioning (only applicable with physician's certificate)
• Window repair /replacement
• Door repair /replacement
In addition to establishing an owner- occupied residential rehabilitation program within the LHAP, the
Purchase Assistance Program strategy is proposed to be amended. The current Purchase Assistance
Program Strategy identifies a maximum award purchase assistance to be 20% or a maximum of $20.000.
The amendment adds an additional $5,000 in purchase assistance to the following state - certified
occupations: teacher, nurse, firefighter, or law enforcement officer, for maximum assistance of $25,000.
The City was notified of the recommended changes to the LHAP and has no objection. The City's letter
of no objection is attached as back -up to this item.
FISCAL IMPACT: The three -year (FY2013 -2016) SHIP LHAP allocation is estimated to be
approximately $2,458,625.80. HHVS staff has been notified of the FY2013 -2014 allocation to be
$817,140 apportioned as $567,140 SHIP funds and $250,000 in program income. The remaining 2 -years
(FY2014 -2015 and 2015 -2016) are estimated at $750,000 each year ($500,000 SHIP funds and $250,000
in program income). Program income is derived from loan repayments to the SHIP Trust Fund and are
then available for reallocation.

Under the Considerations section, staff identified that the FY2013 -2014 SHIP funds were accepted at the
September 24, 2013 BCC meeting Item 916D17. Since the state had identified a reduction in
administrative funding cap of 3% instead of the typical 10 %, staff mentioned.a possibility of requestin-

funds to offset the shortfall of funds to properly administer the program. Staff has completed an
extensive evaluation of the cost to operate the FY2013 -2016 SHIP funds and identified that
approximately $154,514.20 will be grant reimbursed leaving a net grant management cost of $141,485.80
to be funded through the HHVS General Fund (001) supported by budget within HHVS Grant Fund
(123). This program does not have match requirement.
GROWTH MANAGEMENT IMPACT: The LHAP allows the County to expand the affordable
housing opportunities of its citizens and further the goals of the Housing Element of the Collier County
Growth Management Plan.
