EXECUTIVE SUMMARY
Recommendation to authorize execution of the 2012/2013 Federal Highway Administration
(FHWA) Flexible Funds grant award in the amount of $1,186,055 and appropriate the necessary
budget amendments to allow capital improvement construction of the Collier Area Transit facility
located at 8300 Radio Road prior to execution of said grant award.
OBJECTIVE: To obtain grant funds for the construction of improvements to the Collier Area Transit
Administration, Operations&Maintenance facility located at 8300 Radio Road.
CONSIDERATION: On June 10, 2013 the Board approved Agenda Item 16D5 authorizing the
submittal of a grant application for the 2012/2013 Federal Highway Administration (FHWA) Flexible
grant funds in the amount of$1,186,055 for transit facility improvements located at 8300 Radio Road.
The grant requires a 20% match. On June 12, 2013, Collier County received authorization from the
Florida Department of Transportation (FDOT) to use toll revenue credits in the amount of$296,514 as a
soft match for the grant.
When notification of the final award from the Federal Transit Administration (FTA) is received, budget
amendments will be prepared and presented to the Board to reflect any changes in the final allocation.
Execution of the grant is processed through the FTA Transportation Electronic Award Management
(TEAM) System.
FISCAL IMPACT: A budget amendment is required in FY14 in the amount of$1,186,055 to recognize
grant revenue to Collier Area Transit (CAT) Grant Fund (424), Project 33325. Collier County has
received approval from the Florida Department of Transportation for the use of toll revenue credits in the
amount of$296,514(20%)as soft match to the capital grant program.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: That the Board authorize execution of the grant award for the 2012/2013
Federal Highway Administration Flexible Fund grant award in the amount of $1,186,055 through the
FTA Transportation Electronic Award Management (TEAM) System and authorize the necessary budget
amendments to allow capital improvement construction and authorize eligible expenditures prior to the
execution of the funding award agreement.

for Collier Area Transit's application, FM#433753-1-94-01; FTA FL-95-X069
This is in response to the memorandum dated June 6, 2013, requesting the Department's authority
to grant a request by Collier Area Transit to use state toll revenue credits in the amount of$296,514
as soft match for Collier Area Transit's pending capital portion of their FTA application. In accordance
with Title 23 United States Code Section 120(j)and the State of Florida's adopted policy regarding the
use of toll revenue credits for public transit capital projects,we concur with your determination of
eligibility and hereby authorize Collier Area Transit to use$296,514 in State of Florida toll revenue
credits as soft match for these FTA projects.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects
at a 100%federal share. When providing a copy of this authorization to Collier Area Transit please
ask them to reference the use of these credits in their project budget sheets of their ETA application,
and send a copy of this authorization letter to their FTA Project Manager. Also include the item
number reference where these projects are included in the STIP. FDOT will work with the Federal
Highway Administration to ensure that the use of the toll revenue credits is properly accounted and
recorded.
