EXECUTIVE SUMMARY
Recommendation to authorize a one -time waiver to the Neighborhood Stabilization Program
Administrative Plan, not to exceed an additional $5,000; to complete the rehabilitation of 2975 4th
Street NE in order to dispose of the property from County ownership.
OBJECTIVE: To complete the rehabilitation of 2975 4th Street NE in order to dispose of the property
to an eligible buyer.
CONSIDERATIONS: The Neighborhood Stabilization Program (NSP) is a grant from the Department
of Housing and Urban Development (HUD) funding the acquisition and rehabilitation of foreclosed and
abandoned properties to provide affordable housing to income - qualified buyers. The NSPl program was
awarded to Collier County in 2009. On December 13, 2011, the Board approved an exit strategy to
extricate the County from daily operations of the NSP Program (Agenda Item l0A).
The final County -owned single family property purchased as part of the NSP1 program is located at 2975
4th Street NE. On January 15, 2010 this property was conveyed to the County for $81,900. To date staff
has used $49,557.11 in NSP funds to complete repairs to the property including a new roof and interior
rehabilitation. Staff has identified an eligible buyer for the property, however the HUD Housing Quality
Standards (HQS) within 24 CFR 982.401 and incorporated by reference into the Board approved NSP
Administrative Plan require that it must first be made habitable as follows:
1) A new pressure switch on the water system must be installed to ensure the water system properly
functions (Approximately $1,500).
2) A stove or range with oven must be present and working (Approximately $800).
3) A refrigerator must be present and working (Approximately $900)
If these items are not completed, such omission will be noted on the U.S. Department of Housing and
Urban Development Inspection Form and compliance issues may arise during HUD monitoring.
Although not required, staff is recommending that a microwave, dishwasher, washer and dryer also be
installed at an approximate cost of $1,800. This is necessary to make the property more marketable and is
consistent with past County rehabilitation of NSP properties.
According to the procedures governing rehabilitation found on page l l of the NSP Administrative Plan,
rehabilitation costs may not exceed $50,000 per assisted unit:

5. Rehabilitation or redevelopment costs shall not exceed Fifty Thousand and 00 /100 Dollars
($50, 000.00) per residential unit. A single family residential property consists of one (1) unit, a
duplex consists of two (2) units, a triplex consists of three (3) units and a multi family property
may consist of any number of units greater than one (1) unit.
6 The Board of County Commissioners must specifically approve any rehabilitation costs in
excess of the aforementioned limit.
Staff requests a one -time waiver to this policy for 2975 4th Street NE not to exceed an additional
$5,000.00, for a total rehabilitation expense not to exceed $55,000, in order to complete the rehabilitation

so that the unit can be sold. Staff will obtain goods and services in conformance with the Collier County
Purchasing Ordinance.
The maximum sales price for this property will be determined by aggregating all costs of acquisition,
rehabilitation, and redevelopment (including related activity delivery costs, which generally may include,
among other items, costs related to the sale of the property) as set forth in the Board approved NSP
Administrative Plan.
FISCAL IMPACT: Rehabilitation costs to date total $49,557.11. Funds up to $5,442.89 are available
with the in Urban Improvement Grant Fund 121, Project 33050. No general fund support is associated
with this project.
LEGAL CONSIDERATIONS: CFR's do not limit the amount of expenditures for rehabilitation of
NSP properties. This item is legally sufficient and requires a majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Implementation of this action will further the goals,
objectives, and policies of the Housing Element of the County's Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners authorizes a one -time waiver to the
NSP Administrative Plan to allow for the completion of rehabilitation on 2975 4th Street NE.
