EXECUTIVE SUMMARY
Recommendation to authorize the Airport Authority to proceed with construction of the
south taxiway extension at Everglades Airpark, despite not receiving FDOT grant funds
and authorize the necessary budget amendments.
OBJECTIVE: To construct the extension of the south taxiway at Everglades Airpark.
CONSIDERATIONS: The Airport Authority was awarded a grant from the FAA in 2003 for
the design and permitting of a taxiway at Everglades Airpark. During the permitting process, it
was determined that construction at the south end of the taxiway impacted approximately 0.4
acres of wetlands that required mitigation before that portion of the project could be permitted.
The required mitigation has been completed, at an approximate of $45,000 funded through a
combination of grant and County funds. The Airport Authority received a permit from the Army
Corps of Engineers for construction of the South Taxiway in 2009.
On January 26, 2012 the Airport Authority submitted a grant pre-application to the Federal
Aviation Administration to determine the eligibility of this project for FAA funding. On
February 28, 2012 the BCC approved the submittal of the grant application (Agenda Item 16G2).
The FAA indicated that in order for this project to be eligible for FAA funding, the Airport
Layout Drawing (ALD) and environmental assessment would first need to be updated, which
would be eligible for reimbursement under the grant.
Following completion of the FAA required updates, the Airport Authority submitted a grant pre-
application on January 28, 2013 to determine the eligibility of this project for FAA funding. In
order to meet FAA grant application deadlines and comply with the FAA requirement that
construction grant applications be based on bid, this project was solicited in February 2013, and
the grant application based on bids received was submitted on March 13, 2013.
On August 14, 2013 the Airport Authority received a grant offer from the FAA in the amount of
$257,333 to fund ninety percent (90%) of the design and construction of the South Taxiway at
Everglades Airpark. The grant award budget is as follows:

This grant was accepted in absentia by the County Manager on August 19, 2013 in order to meet
the FAA's deadline of August 21, 2013. On September 10, 2013, Agenda Item 16G5, the BCC
approved and after-the-fact acceptance of this grant. At that time Airport Authority staff
indicated that five percent (5%) would be requested from the Florida Department of
Transportation(FDOT) for this project.
On September 24, 2013, Agenda Item 16G2, the BCC awarded Bid No. 13-6044 for the
construction of the Parallel Taxiway South at Everglades Airpark to the low-bidder, Quality
Enterprises USA, Inc.
On October 22, 2013 Agenda Item 14A5, the BCC accepted a grant offer from FDOT in the
amount of$14,296 to fund five percent (5%) of this project. However, FDOT has subsequently
indicated that they will be unable to participate in this project and has reallocated the funding
because the third party agreement for construction was executed prior to the FDOT grant
agreement being fully executed.
On October 23, 2013, Airport operations and related functions were transferred to the Growth
Management Division (GMD). Since then, GMD staff has been working closely with Airport
staff to follow the procedures surrounding grants management to ensure compliance with grantor
agencies. This type of error should not occur if GMD protocols are followed in the future.
The total estimated cost for design construction of the south taxiway is $282,963. The ALD
and environmental updates were completed during FY13 at a cost of$44,038. These phases were
a condition of the FAA award and as a result local funds were used from within Airport Fund
496 to originally fund these phases. These costs are now eligible for reimbursement. The cost to
complete the current phase of construction of the south taxiway is $282,963.

As this project was bid in February 2013, the Airport Authority has been working closely with
the Purchasing Department and low bidder to hold the bid prices thus far.
There are sufficient funds within this project to complete the remaining project tasks even
without FDOT funding.
Completion of this project will significantly enhance safety at the Everglades Airpark by
providing sufficient aircraft operation and movement area ensuring compliance with FAA
Airport Design Criteria. The result will be a full length parallel taxiway, which will eliminate the
hazardous operation of aircraft back taxiing on the runway.
If the Airport Authority does not move forward with this project, FAA grant funds in the amount
of $257,333 will no longer be available from the FAA, and the Airport Authority will not be
reimbursed for ninety percent ($39,634.20) of the already completed design, ALD and

environmental updates totaling $44,038 which are currently eligible for reimbursement under the
active grant award.
FISCAL IMPACT: In order to consolidate all grant and match expenditures within the
established Grants Management System Project 33295 — a budget amendment is required to
remove the FDOT funding of$14.296 from Fund 498 (Project #33295), which was added when
the grant offer was received and establish a transfer from Airport Fund 496, to Airport Match
Fund (499) in the amount of$14,296.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with the Board's approval of the Authority's requests.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval.—CMG
RECOMMENDATION: That the Collier County Board of County Commissioners authorize
the Airport Authority to proceed with construction of the south taxiway at Everglades Airpark
and authorize the necessary budget amendments.
