EXECUTIVE SUMMARY
Recommendation to approve an agreement with Pelican Isle Master Association, Inc. to partially
fund repairs to the culvert bridge at Pelican Isles and Cocohatchee River Park in the amount of
$29,945.30 and authorize the necessary budget amendment.
OBJECTIVE: To meet safety, recreational, and environmental concerns by partially funding repairs to
the culvert bridge at Pelican Isles and Cocohatchee River Park.
CONSIDERATIONS: A bridge comprised of two box culverts crosses a tributary to Cocohatchee River
to provide access to the Pelican Isle community. One of the culverts is located on County property within
an access easement in favor of Pelican Isle Residential Partners Ltd. and Pelican Isle Yacht Club Partners,
Ltd. (see OR Book 1958, Page 596 and PB 25, Page 42). The culverts were installed by the developer of
the Wiggins Pass Yacht Club pursuant to Florida Department of Environmental Protection permit No. 11-
20115, issued on October 27, 1980. The area covered by the permit is the Pelican Isle property, part of
the County-owned and operated Cocohatchee River Park and the former Wiggins Pass Marina (now part
of Aqua).
This bridge is beginning to show deterioration in the form of exposed rebar and crumbling concrete.
While the bridge primarily serves to provide access to Pelican Isle, it provides a public benefit by flushing
of the back bay area in and around the Cocohatchee Marina, which is managed by the Parks and
Recreation Department. The flushing helps to minimize the impact of pollutants associated with marina
and boat launching operations.
The above-referenced DEP permit stipulates that this bridge must be maintained; therefore reducing
maintenance costs by filling in the area, is not an option.
This project is being managed by the Pelican Isle Master Association, Inc. and therefore is not under the
purview of the County's Purchasing Policy. However, because the County will be funding approximately
one-third of the project, Pelican Isle agreed to obtain four (4) quotes for the repair work. The lowest
responsive quotation for the work is $78,758 for construction and $6,800 for engineering fees (bid tab
attached).
Staff is recommending partially funding this project due to the recreational and environmental benefit of
maintenance of the culverts. Staff has prepared an agreement for funding wherein the County will make a
onetime payment not to exceed $29,945.30, due upon completion of the project and proof of payment by
Pelican Isle. The agreement stipulates that the County admits no future responsibility to repair or replace
the box culverts.
FISCAL IMPACT: A budget amendment is required for $29,945.30 for the repair of the culver bridge,
reducing Reserves by $21,943.89 and closing out various projects in the amount of$8.001.41 within the
Parks and Recreation Capital Fund 306.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval - SAS
GROWTH MANAGEMENT IMPACT: Cochatchee River Park is inventoried in the AUIR as a
regional park.

COST SHARE AGREEMENT BETWEEN
PELICAN ISLE MASTER ASSOCIATION, INC. AND COLLIER COUNTY
THIS AGREEMENT is made and entered into this—day of , 2014,
by and between the Collier County, a political subdivision of the State of Florida, by and through
its Board of County Commissioners (hereinafter referred to as the "County"), and Pelican Isle
Master Association, inc. (hereinafter referred to as "Pelican Isle").
RECITALS:
WHEREAS. the Pelican Isle community is located to the immediate west of Cocohatchee Park
and Marina. A bridge comprised of two box culverts crosses Cocohatchee River and provides access to
the residents of that community. One of the culverts is located on County, property within an access
easement in favor of Pelican Isle Residential Partners Ltd. and Pelican Isle Yacht Club Partners, Ltd. (see
OR Book 1958, Page 596 and PB 25, Page 42). The culverts were installed by the developer of the
Wiggins Pass Yacht Club pursuant to Department of Environmental Regulation permit No. 11-20115,
issued on October 27, 1980. The area covered by the permit is the Pelican Isle property, part of the
County Cocohatchee River Park and the former Wiggins Pass Marina (now part of Aqua). This bridge is
beginning to show deterioration exposing rebar and crumbling concrete. While the bridge primarily
serves to provide access to the Pelican Isle residents it indirectly provides a public benefit by flushing of
the back bay area in and around the Cocohatchee Marina, which is managed by the Parks and Recreation
Department. The flushing helps to minimize the impact of the pollutants associated with the marinas and
boat launching operations in the area: and
WHEREAS, costs associated with the repairs of the box culverts are estimated at approximately
S78,758. A copy of the current construction proposal, anticipated scope of work and engineer's proposal
for construction inspection services are attached hereto as Exhibit "A". The current construction proposal
is based upon a visual inspection of the culverts; and
WHEREAS. the County has agreed to utilize public funds to help pay for this project due to the
public benefit of the flushing and the use of the underpass by kayakers/canoers who launch at
Cocohatchee River Marina and enter and exit the Cocohatchee River underneath this bridge. County staff

is recommending that the County make a onetime payment that would not exceed $29,945.30 toward the
cost of the repairs; and
WHEREAS, the percentage allocations in this Agreement shall not be binding on the parties for
future repairs or maintenance of the culverts; and
WHEREAS, in that public funds will be utilized, and the project exceeds the County's $50.000
purchasing threshold, the parties agree that Pelican Isle will solicit bids for this project consistent with the
County's Purchasing Policy; and
WHEREAS, Pelican Isle hereby acknowledges that it has read the County's Purchasing Policy
and is familiar with its requirements; and
WHEREAS, the Board of County Commissioners hereby expressly finds a public purpose for this
particular project, but states that such finding shall not be binding or set any precedence for any future
project that might involve Pelican Isle or this bridge.
WITNESSETH:
NOW, THEREFORE, in consideration of the mutual covenants herein contained, the
parties agree as follows:
1. Pelican Isle will enter into any and all agreements for the necessary repairs. and will assume
sole responsibility for the project, including payment to the contractor and engineer.
2. Pelican Isle will coordinate with the County's Purchasing Director in the bidding out of this
project and the selection of the contractor, whose selection must he approved in writing by the Purchasing
Director.
3. The estimated completion date of this project is July 15, 2014. Pelican Isle must timely notify
the County in writing if,for any reason,the project may not be completed by said date.
4. Upon completion of the work, the County will reimburse Pelican Isle a sum not to exceed
$29,945.30 toward the cost of the repairs. Pelican Isle will provide the County with proof of final
payment to the contractor, and the County may condition payment on a satisfactory inspection by the
County. Such payment shall be the County's sole obligation and Iiability pursuant to this Agreement or
in any manner connected with the project.

5. All documents relating to this project shall be deemed public records, and as such shall be
made available to the County by Pelican Isle upon request.

As requested, Forge Engineering, Inc. (FORGE) personnel visited the box culverts on the
entrance bridge to Pelican Isle Yacht Club on September 8, 2013 to estimate repair quantities of
the culvert surfaces and damaged bulkhead wall. The entrance bridge to the Pelican Isle
Development spans over two box culverts approximately 30-feet in length and approximately 65-
feet wide. During our site visit, we measured the dimensions of the repair areas and estimate that
the repair quantities for the work to be as follows:

Culvert Concrete and Reinforcing Steel Repair
1, Use signage and/or construction tape to block off both sides of the box culverts deterring
away.any recreational traffic during the construction phase.
2. Ensure all damaged concrete is sufficiently removed and meets all ICRI (International
Concrete Repair Institute) criteria before beginning repairs. It is recommended that the
walls of the culverts be cleaned to check for additional damage. Concrete edges are to be
squared off and all surfaces are to be cleaned accordingly.
3. Repair corroding reinforcing steel using either of the following methods depending on
damage area:
a. For damage to steel <20%, sandblast deteriorating reinforcing steel to remove
corroding areas and expose shiny steel. Properly clean and coat new surfaces with
approved, corrosion-resistant sealant(Ardex Bonding&Anti-corrosion Agent TM, or
equivalent).
b. For damage to steel >_20%, cut and remove corroding steel and replace with new
reinforcing steel. Splice new reinforcing steel with properly cleaned ends of existing
steel by following ICRI standards. Properly clean and coat new surfaces with
approved, corrosion-resistant sealant(Ardex Bonding&Anti-corrosion Agent TM, or
equivalent).
4. Have squared concrete surfaces and repaired reinforcing steel inspected before applying
above-said corrosion-resistant sealant. Follow manufacturer's product specs for
preparation and application details.
5. Use necessary shoring and forms to properly cover and support all repair areas.
6. Pump approved repair mortar(Ardex FDMT"' Full Depth Repair Mortar, or equivalent) into
forms and allow to cure properly by following manufacturer instructions and recommended
product cure time. it is recommended that concrete samples be collected and tested by
an approved agency to ensure proper concrete strength.
7. Strip forms and shoring away from repair surfaces after concrete has sufficiently cured.
8. Apply coat of marine-protective, corrosion inhibitor (Sikagard® 550W Elastocolor, Ardex •
ArdicoatTM Plus, or equivalent) to all interior and exterior surfaces of box culverts.
9. Remove signage, construction tape, construction equipment, debris, and other materials
away from site.

Bulkhead Cap Repair
1. Remove approximately 12 cubic feet of damaged seawall cap from bulkhead wall.
2. Properly remove all damaged concrete from bulkhead wall and clean surfaces following
applicable ICRI guidelines.
3. Use formwork and pre-formed reinforcing steel frame to form new cap area to match
existing 14"x 11" cap.
4. Pour concrete and allow proper curing time. It is recommended that concrete samples be
collected and tested by an approved agency to ensure proper concrete strength.
5. Remove formwork after concrete has properly cured.

Forge Engineering Inc. (FORGE) is pleased to present this proposal for providing
forensic engineering consulting services related to inspection of the planned concrete
and reinforcing steel repairs at the Pelican Isle entrance bridge (box culverts). Included
in this proposal is the related project information, our projected schedule, and the fee
estimate for our services.
Project Information
Our understanding of your needs for our services on this project is based on the
information provided by various individuals involved with this project, together with some
assumptions that we have made based on our experience with similar projects. We
understand that repairs are scheduled for the entrance bridge leading to the Pelican Isle
Yacht Club that passes over a waterway leading into the development across from
Wiggins Pass Road. The pair of box culverts under the bridge exhibit spalling concrete
and corroding reinforcing steel that is exposed to the marine environment. There is also
an area near the culverts where a badly damaged section of seawall cap is in need of
repair. During previous services provided by FORGE, we inspected areas of the culverts
where damaged concrete was knocked off the structures to limit safety hazards to
recreational traffic who pass through the box culverts.

You have requested that FORGE develop a cursory scope of work for the project repairs
at the subject property. You also request that FORGE provide construction inspection
and testing services during the repair phase of the project. The bridge spans over two
box culverts approximately 30-feet in length with an approximate width of 65-feet as
measured on the Collier County Property Appraisers website and was built circa 1980.
Proposed Scope of Services
Considering the project information outlined above, we have developed a scope of
services that should meet your needs. Personnel from our office will conduct a brief site
visit to verify repair quantities to the culvert surfaces and damaged bulkhead wall. Upon
completion of our site visit, we will prepare a letter presenting the cursory scope of work
suitable for transmittal to contractors qualified to bid on and complete the work. Once a
contractor has been selected, FORGE will provide inspection and testing services over
the project duration to monitor the concrete and reinforcing steel repairs outlined in the
scope of work.
Schedule
Considering our current schedule, we will be available to begin our field services within
two working days of receiving and accepting your written authorization. We expect our
field services on this project to be completed in one working day and generation of the
cursory scope of services to be completed in approximately five working days.
Fee
We will provide the scope of services outlined in this proposal for a lump sum fee of
$6,800. If additional services not included in the project scope are requested or
inspection and testing services exceed ten site visits, we will invoice you based on the
following unit rates:
Staff Professional $100/hour
Project Professional $150/hour
Principal Professional $200/hour
We will submit an invoice at the completion of our scope of services and or monthly.
The invoice is due upon receipt. Late payments will be invoiced at a rate of 1.5% per
month, together with collection and attorney's fees. We reserve the right to suspend
services, as well as dispose of any documentation that we have agreed to retain, in the
event that your account becomes delinquent.

We will maintain insurance coverage in effect during our scheduled duration of
involvement with this project. All the services performed in this study will be governed
by the applicable laws of the State of Florida.
Forge Engineering Inc., its officers, directors, employees, partners, agents, and
subconsultants have an aggregate limit of liability on this project of $5,000 or our fee,
whichever is greater. This limit applies to every legal theory or cause of action including
negligence, errors, omissions, breach of contract, and warranty. This limit is enforceable
to the fullest extent permitted by law. AN INDIVIDUAL EMPLOYEE OR
AGENT MAY NOT BE HELD INDIVIDUALLY LIABLE FOR
NEGLIGENCE.
