EXECUTIVE SUMMARY
Recommendation to approve a proposal with Humiston & Moore Engineers dated December 26,
2013 for Professional Services to assist the County in developing current beach renourishment
industry trends under Contract 09-5262-S2, authorize the necessary budget amendment and
authorize the County Manager or his designee to execute the work order for a not to exceed amount
of$10,000 and make a finding that this expenditure promotes tourism.
OBJECTIVE: To provide a summary report which outlines various industry trends, provide
best industry practices, and recommend future direction for beach renourishment. The upcoming
Board of County Commissioner's workshop will be focusing on Collier County's beach
renourishment practices and procedures in the future.
CONSIDERATIONS: Humiston & Moore will contact dredging contractors, marine
contractors, other engineers, the Florida Shore and Beach Preservation Association, various
offices within the Florida Department of Environmental Protection, and Florida Fish and
Wildlife Conservation Commission to gather background information to provide a written
summary of opinion relating to the current trends in the various areas outlined in the proposal.
Items investigated by Humiston and Moore will be the following:
➢ Dredging and truck hauling for beach restoration and maintenance projects,
➢ Opportunities or limitations in regionalization of projects for state funding participation,
➢ Direction of state funding,
➢ State DEP policies on roles of coastal engineers in design, construction observation and
monitoring,
➢ Operation of a dredge by the county, and
➢ Beach hardening and protection opportunities.
This information will aid the County in reviewing our past beach renourishment policies, current
industry practices and the best approach for beach renourishment in the future.
Staff is recommending that this work order is executed under Contract 09-5262-S2 prior to its
expiration (March 8, 2014). No additional tasks or timelines will be added to this work order
after March 8, 2014 without prior Board approval.
FISCAL IMPACT: Funding for the proposed work order is not presently included in the
budget. However, sufficient funding is available in Tourist Development Tax Fund 195 reserves.
A budget amendment will be necessary to move funds, in the amount of$10,000, from reserves
into Project 80165, Collier Beach Analysis.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.

ADVISORY COMMITTEE RECOMMENDATIONS: At the January 9, 2014 Coastal
Advisory Committee meeting, this item was unanimously recommended for approval by an 8 to
0 vote.
At the January 27, 2014 Tourist Development County meeting, this item was recommended for
approval by a 5 to 0 vote.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval.—CMG

Dear Gary:
In response to your request for Professional Services to assist the County with services related to current
industry trends, the following Scope of Work is proposed per Paragraph 1.2.2 of Contract Agreement 09-
5262-S2 and is proposed in compliance with the Agreement:
1) Contact dredging contractors, marine contractors, other engineers, the Florida Shore and Beach
Preservation Association, various offices within the Florida Department of Environmental
Protection, and Florida Fish and Wildlife Conservation Commission to gather background
information to provide a written summary of opinion relating to the current trends in the following
areas:
a. Dredging and truck hauling for beach restoration and maintenance projects,
b. Opportunities or limitations in regionalization of projects for state funding participation,
C. Direction of state funding,
d. State DEP policies on roles of coastal engineers in design, construction observation and
monitoring,
e. Operation of a dredge by the county,and
f. Beach hardening and shore protection opportunities.
2) The deliverable for item 1) will be a 5 to 7 page summary delivered in draft form by the end of
January 2014.
3) Upon receipt of input from County staff, the report will be finalized within one work week of
receiving comments.
4) As many of the areas to be addressed in the report are policy related and subject to change, the
purpose of this document is to summarize current trends industry and regulatory trends in
construction, management and funding for consideration by the county staff in the management of
their beaches.
5) H&M will attend and present the findings of this report with County staff at a county workshop to
be scheduled in March 2014.

Upon acceptance of this proposal, please issue a Work Order to incorporate these services.
If county requests that H&M provide additional services, such services would be provided as Additional
Services to be billed on a time and materials basis in accordance with the fee schedule that is included as
part of the existing referenced Agreement, or the budget for any Additional Services tasks will be
negotiated separately as deemed necessary,and a budget amendment will be requested.
