EXECUTIVE SUMMARY
Recommendation to standardize the CityView software system implemented at the Growth
Management Division - Planning & Regulation, declare CityView a sole source product
and waive future competition, and authorize future enhancements to the software.
OBJECTIVE: To obtain approval to standardize the CityView software system for the
County's land-use application used by the Growth Management Division (GMD) - Planning &
Regulation and waive competition for future enhancements.
CONSIDERATION: On March 27, 2007, under Agenda Item I OJ, the Board of County
Commissioners (Board) approved the CDES's now GMD's request to purchase the land-use
software system Municipal Software Corporation's CityView to replace the outdated and
unsupported CD+ application and provide enhanced content management capabilities, electronic
routing, geographical information system (GIS) services, and real-time, web-based information.
Municipal Software Corporation is a division of N. Harris Computer Corporation (Harris) and is
the sole provider and manufacturer of products and services that support the CityView
application. CityView is comprised of proprietary software specifically modified and installed
for Collier County. Due to continuing process changes within the GMD -Planning&Regulation
and to meet the evolving requirements from the development community, it has been necessary
to contract with Harris to provide ongoing enhancements to the CityView software since the
system was fully implemented in 2011. The software changes that have already been scheduled
for implementation this fiscal year cost $49,950. However, there are still additional
modifications that have been identified and prioritized that, once implemented, will help staff
provide enhanced customer service to the development industry.
Staff is therefore requesting that the Board declare that CityView is the standard software for
land-use application, declare that it is in the County's best financial interest to waive competition
for future enhancements to CityView (per the Board's Purchasing Ordinance Section 9), and
approve and authorize future enhancements within operating budgets. The Purchasing Director
certifies that this is a sole source provider for this product and enhancements, and further, it is in
the County's best financial interest to waive formal competition (Purchasing Ordinance Section
9).
Growth Management staff will develop a scope of work and solicit price quotes prior to issuing a
purchase order for these future enhancements.
FISCAL IMPACT: Funds to support enhancements to the CityView software application have
been budgeted and Board-approved for FY14 in the amount of$200,000 in the GMD Operations
and Regulatory Management Department, Fund 113, Cost Center 138900. Source of funds is
user fees. To date,two (2)purchase orders totaling$49,950 have been opened.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this action.

code to support your installation. Since this code is part of our proprietary intellectual property,we
would not release it to any other organization.
