11� 1/28/2014 16.H.2. EXECUTIVE SUMMARY Appointment of members to the Pelican Bay Services Division Board. OBJECTIVE: To reappoint two members representing Residential and one member representing Commercial to serve terms expiring on March 31, 2018. CONSIDERATIONS: This 11 member Board was established by Ordinance 2002 -27, as amended. The Division provides landscaping services, including all public road maintenance and park areas, street lighting services, aquatic management services, beach cleaning, and the Clam Bay Restoration Project. It is the Division's responsibility to provide the framework of long -term community planning so that residents can enjoy the benefits of Pelican Bay while ensuring both the social and financial well being of the Pelican Bay Community. A list of the current membership is included in the backup. The terms for Frank C. Dickson, II (Resident), Hunter Hansen (Commercial) and Susan O'Brien (Resident) will expire on March 31, 2014. Instead, the list of nominees for the position shall simply be forwarded to the Board of County Commissioners, who, following public hearing on the matter, will make the necessary appointments to fill said positions." Since the number of candidates /applicants for the respective positions does not exceed the number of vacancies (residential and commercial), no election is necessary. As noted below, the number of candidates /applicants for the respective positions does not exceed the number of vacancies (residential and commercial) so appointment by the BCC to fill the vacancies at a regularly scheduled meeting would suffice. I understand that there is precedent for course of action based upon similar circumstances in the past. You may wish to verify the exact year(s) when this occurred. No. 91 -22 and 93 -15 to aid and assist the County manager and the Board of County Commissioners in determining the need and quantity of extraordinary law enforcement in Pelican Bay.
