EXECUTIVE SUMMARY
Recommendation to approve the submittal of a grant application for the 2013/2014 Federal
Highway Administration (FHWA) Flexible Funds for the construction of improvements to the
Collier Area Transit Administration, Operations & Maintenance facility in the amount of
$1,186,348 through the Federal Transit Administration (FTA) Transportation Electronic Award
Management (TEAM) System
OBJECTIVE: To obtain grant funds for the construction of improvements to the Collier Area
Transit Administration, Operations & Maintenance facility located at 8300 Radio Road for Fiscal
Year 2013/2014 in the amount of $1,186,348.
CONSIDERATION: On December 13, 2013, the Metropolitan Planning Organization Board
adopted a Transportation Improvement Plan amendment to include funding for improvements at
the CAT Administration, Operations & Maintenance Facility in the amount of $1,186,348. In
order to utilize these funds for a Transit project, the funds must be entered into the Federal
Transit Administration (FTA) Transportation Electronic Award Management (TEAM) System.
The application has been prepared and attached for the Board's approval.
The total estimated construction costs for phase 1 and 2 improvements to the CAT
Administration, Operations & Maintenance facility are $4,553,149, this amount is based on the
90 % design plans and is expected to be further refined once 100% plans are received. Several
n grants are being utilized to fund this project, the total amount of funding currently anticipated
from various FTA grants (inclusive of this application) is $4,602,527. FTA establishes a useful
life range of 40 -50 years for the minimum useful life of a facility. Based on FTA's guidance,
building and facilities (concrete, steel and frame construction) have a minimum useful life of 40
years.. Maintenance costs for the existing facility are currently included in the adopted budget,
increased .maintenance costs -for the improvements are being considered as part of the - design
process and will be provided prior to bid award.
The grant process requires transit projects to provide.a 20% match. Collier County has requested
approval from the Florida Department of Transportation (FDOT) for the use of toll revenue
credits in the amount of $296,5.87 as a soft match for the grant.
After review and approval by FTA, the grant award is electronically executed in TEAM by the
Collier County BCC appointed designee, Stephen Carrell. Alternative Transportation Modes
(ATM) and Office of Management and Budget (OMB) grant compliance staff will also use this
electronic system to manage the projects and submit all required reports.
FISCAL IMPACT: Collier County has requested approval from the Florida Department of
Transportation for the use of toll revenue credits in the amount of $296,587 as soft match for
$1,186,348 in FY 14 Capital Grant Funds. A budget amendment will be required to recognize
the funds when FTA awards the grant to Collier Area Transit through TEAM.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires

with this Executive Summary.
RECOMMENDATION: That the Board authorizes Collier Area Transit to apply and submit

Proiect Details
These flex funds will be utilized for construction of a bus wash facility, canopy and civil site work required. This
project is a rehabilitation /renovation project for the Collier Area Transit Operations Administration and
Maintenance Facility, an existing facility. This facility was purchased by Collier County using local funds. The
funds in this grant application will be used to complete this phase of the project. Collier County will be using Toll
Revenue Credits for the 20% match. A copy of the request to FDOT for use of Toll Revenue Credits has been
provided to FTA. The FDOT Toll Revenue Credit is for $296,587. Also, the final signed CE concurrence letter
from FTA has been attached for your use.
We anticipate awarding the bid by June 30, 2014 and finalizing construction by December 31, 2015. The
following grants have been committed to phase one of this project.

Approve the FY 201312014 - 201712018 Transportation improvement Program (TIP) Amendment - for
Collier Area Transit Capital Improvements.
Considerations;
The FY 201312014-20171-7018 TIP was adopted by the MPO Board on June 14, 2013. The draft
amendment is to add a new prcject for capital improvements at the Collier Area Transit (CAT) facility
on Radio Road. The $1.18 million for the CAT project will be appropriated from federal funds from
other areas and not part of Collier MPO"s regular allocation.
Committee Recommendations:
The TAC and CAC endorsed the FY 2013/2014- 2017/2018 TIP Amendment for Collier Area Transit
Capital Improvements.
Staff Recommendation:
For the Board to approve the FY 201312014-2017.,,20IS TIP Amendment 1-br Collier Area Transit
