EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners direct the County Attorney to
advertise an amendment to Ordinance 87-5, Incentives for Job Related Achievement, to
add an award for employees who are retiring under the Florida Retirement System with at
least 5 years of County service, and bring back the proposed amended Ordinance for a
Public Hearing.
OBJECTIVE: To recognize the service of employees with at least five years of service to
Collier County who are retiring under the Florida Retirement System (FRS).
CONSIDERATIONS:
The Human Resources Department recommends that the Board amend Ordinance 87-5 to
authorize Retiree Award Program to recognize individuals who are retiring from County service.
The amendment would be as follows:
Sec. 2-101. Incentives for job-related achievements.
(a)Purpose and intent. It shall be the purpose of this section to enhance county employee
productivity, promote and engender good will toward county government within the
community, encourage increased employee responsiveness to the needs and requests of
the citizens and residents of the county, and provide incentives for the attainment of these
goals. This section shall be liberally construed to effect its stated purpose and intent.
(b)Authorized expenditures of county funds. In order to accomplish the goals and
effectuate the purposes of this section, the following expenditures are deemed to
constitute valid and proper county purposes for which county funds may be used:
(1) Funding and presentation of the following awards:
a. Awards to county employees:
i. For recognition of outstanding service or achievement in
connection with county employment.
ii. For recognition and/or successful participation in an employee
suggestion program, safety incentive program, attendance
incentive program, safety idea of the month contest, employee of
the month program, employee assistance program, and other
similar productivity improvement contests and programs.
iii. For recognition of five, ten, 15, 20, 25, and 30 years of county
service.
iv. For employees who are retiring under the Florida Retirement
System with at least 5 years of county service.

FISCAL IMPACT: Funds are available in the Human Resources Budget and will vary each
year based on the program in place.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDRATIONS: This item has been reviewed by the County Attorney, is
approved as to form as legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners direct the County attorney
to advertise an amendment to Ordinance 87-5, Incentives for Job Related Achievement, to add an
award for employees who are retiring under the Florida Retirement System with at least 5 years
of County service, and bring back the proposed amended Ordinance for a Public Hearing..

ORDINANCE NO. 2014-
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, AMENWNG SECTION TWO OF
ORDINANCE NO. 87-5, AS IT RELATES TO INCENTIVES FOR JOB
RELATED ACHIEVEMENT, IN ORDER TO RECOGNIZE EMPLOYEES
WHO ARE RETIRING UNDER THE FLORIDA RETIREMENT SYSTEM
WITH AT LEAST 5 YEARS OF COUNTY SERVICE; PROVIDING FOR
CONFLICT AND SEVERABILITY; PROVIDING FOR INCLUSION IN
THE CODE OF LAWS AND ORDINANCES; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Collier County Ordinance No. 87-5 is in intended to enhance County
employee productivity, promote and engender good will toward County government within the
community, encourage increased employee responsiveness to the needs and requests of the
citizens and residents of the County, and provide incentives for the attainment of these goals; and
WHEREAS, Section Two of Ordinance No. 87-5 authorizes expenditures of certain
County funds deemed to serve a valid public purpose and accomplish the goals of the Ordinance,
including awards to County employees; and
WHEREAS, the Human Resources Department recommends that the Board of County
Commissioners amends Ordinance No. 87-5 in order to also recognize individuals who are
retiring under the Florida Retirement System with at least 5 years of County service.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION ONE: AMENDMENT TO SECTION TWO OF ORDINANCE NO. 87-5.
Section Two of Ordinance No. 87-5 is hereby amended as follows:
SECTION TWO. Authorized expenditures of County funds.
In order to accomplish the goals and effectuate the purposes of this section, the following
expenditures are deemed to constitute valid and proper county purposes for which county funds
may be used:

B. Awards to individuals or community service groups to recognize volunteer
services or donations of gifts to the county or beautification of the county.
C. Awards to members of county advisory boards or committees.
D. The awards may include purchase and presentation of framed plaques or
certificates, pins, cash and other suitable tokens of recognition.
2. Refreshments such as coffee, doughnuts, pastries or other light snacks served to
employees at open house, orientation meetings, in-service training and workshops.
3. Luncheons or dinners to recognize and make tribute to employees for longevity of
service. This program shall not include expenditures for alcoholic beverages, nor shall it
include expenditures for spouses of employees.
4. Seasonal or holiday promotional expenditures designed or intended to promote or
engender good will toward the activities, services and projects of the county or to
enhance the image of county government within the community.
SECTION TWO: Conflict and Severability.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of the Ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such holding shall not affect the validity of the
remaining portion.

SECTION THREE: Inclusion in the Code of Laws and Ordinances.
The provisions of this Ordinance shall become and be made a part of the Code of Laws
and Ordinances of Collier County, Florida. The sections of the Ordinances may be renumbered
or relettered to accomplish such, and the word "ordinance" may be changed to "section,"
"article," or any other appropriate word.
SECTION FOUR: Effective Date.
This Ordinance shall become effective upon receipt of notice from the Secretary of State
that this Ordinance has been filed with the Secretary of State.
