EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact grant application for a 3-year Florida Department of
Children and Families Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant
that is part of the Victims Advocacy Organization (VAO) Grant Program (Fiscal Impact
$1,713,049.86 over 3 years)
OBJECTIVE: To expand the criminal justice program in order to assist those citizens with substance
abuse and mental health problems in the community.
CONSIDERATIONS: This request for applicants was a re-announcement from an earlier Florida
Department of Children and Families (DCF) Criminal Justice, Mental Health and Substance Abuse
Reinvestment Grant application from May, 2013. This grant is a resubmission of the first of the VAO
pilot program. The VAO organizations involved in this application are the David Lawrence Center and
the Sheriff's Office. The County departments involved are the Housing, Human and Veteran Services
(HHVS), the Clerk of Courts and the Grants Compliance Office of the Office of Management and Budget
(OMB). A working group of the aforementioned organizations and County departments met to decipher
the regulations, develop a budget and project narrative for the application.
In 2007, the Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant was created
within the Department of Children and Families (DCF). The purpose of the grant is to "provide funding
under the program to counties (or consortia comprised of two or more counties each)with which they can
plan, implement, or expand initiatives that increase public safety, avert increased spending on criminal
and juvenile justice, decrease admissions to the state forensic hospital and improve the accessibility and
effectiveness of treatment services for adults and juveniles who have a mental illness, substance abuse
disorder, or co-occurring mental health and substance abuse disorders and who are in, or at risk of
entering, the criminal or juvenile justice systems." (Source: Statement of Need and Purpose, DCF Grant

The grant was released/announced on Tuesday, October 22, 2013 with a submittal due date of December
2, 2013 (11:00 a.m.). With such a short response time to address the grant announcement and the
coordination with outside agencies, staff was not able to complete the application in time for a board
meeting prior to submission.
Collier County CMA# 5330 authorizes the County Manager to approve the submittal of grant applications
with subsequent Board of County Commissioners action at the next regularly scheduled board meeting to
ratify the approval as an after-the-fact. The County Manager approved the grant application on November
26, 2013.
Collier County and our collaborative partners are requesting a 3-year total of $853,316.71 and are
providing a total match of 859,733.15 as either in-kind or cash match. The grant request, by years, is
identified in the first table in the Fiscal Impact section below. If awarded, the overall impact of this grant
will be$1,713,049.86.
Although this is new application, an award would result in the continuation of the existing grant and
program. The Board of County Commissioners accepted the grant for the existing program on September
28, 2010 (Item # 16.D.6). HHVS is currently implementing the program in conjunction with partners:
David Lawrence Center (DLC), Collier County Sheriff's Office (CCSO), and the National Alliance on
Mental Illness of Collier County (NAMI). The proposed grant application will continue this existing

partnership. The proposed grant application requests continued funding to expand the existing program by
targeting County citizens with serious mental illnesses and substance use disorders to receive effective
community based treatment and support in order to avoid unnecessary jail sentences. The project will
provide a direct linkage for the Crisis Intervention Team(CIT)officers to the community as an alternative
to arrest.
If the grant is awarded, the grant agreement and associated subrecipient awards will be brought to the
Board of County Commissioners at a later date for approval and signature. Also, it will be fully vetted
through the VAO process as to ability to execute. As fiscal agent of the grant, Collier County will be
responsible for ensuring compliance with the programmatic and financial reporting requirements of the
DCF Criminal Justice,Mental Health and Substance Abuse Reinvestment Grant. The sub award contracts
will include requirements for the subrecipients to provide information as needed for these reports.
The award will include the need to create a sole source subrecipient award contract with the David
Lawrence Center since it is the only comprehensive publicly funded substance abuse agency in Collier
County. Sole source justification is included in the grant proposal. In addition, there will be subrecipient
agreements with the Collier County Sheriff's Office and NAMI.
FISCAL IMPACT: If the grant is awarded, state funds from DCF in the amount of$853,316.71 over 3
years will be appropriated into Human Services Grant Fund 707 via Budget Amendment at the time of
Board acceptance of the grant. This grant requires a 1 to 1 match and with a minimum cash match in
years 2 and 3 of $28,356 (10%) and $44,260 (15%) respectively. Match is being provided by DLC,
CCSO,NAMI and HHVS in a combined total of$859,733.15 for a total impact of$1,713,049.86. HHVS
portion will be in the form of in-kind ($11,000) by utilizing anticipated indirect general fund services
support. The following tables reflect the annual budget over the three year period and cash and in-kind
match as proposed in the grant application:

LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which

The Housing,Human, and Veteran Services Department(HHVS)in conjunction with multiple local non-
profit partners is requesting permission to submit a Criminal Justice Mental Health and Substance Abuse
grant application to the Florida Department of Children and Families in order to expand and enhance
substance abuse treatment services in existing adult,juvenile and family"problem solving"courts which
uses the treatment drug court model to provide alcohol and drug treatment to defendants and offenders.
The purpose of this grant is to provide funding to plan, implement, and expand initiatives that increase
public safety,avert increased spending on criminal and juvenile justice systems,decrease admissions to
the state forensic hospital and improve the accessibility and effectiveness of treatment services for adults
and juveniles who have a mental illness,substance abuse disorder,or a combination thereof and who are
in,or at risk of entering the criminal or juvenile justice systems.

This application will allow for a 3-year funding cycle. The maximum available for each year is $400,000.
