EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners consider the attached request letter
from Florida Governor Rick Scott to endorse Proposed Economic Development Incentive Policy
Reforms for Enterprise Florida (the State's Economic Development Agency). (Commissioner
Hiller)
OBJECTIVE: Implement and support policies to strengthen and diversify our local economy, including
building key partnerships with other groups at the local, regional, and state levels to assist in the
development of Collier County's economy.
CONSIDERATIONS: In recent years, the County has worked toward achieving the goals and objectives
set out by the Board of County Commissioners and County Manager of making economic development a
high priority in Collier County. On September 10, 2013, the Board approved a Business Plan that
included setting up the structure, strategic planning, partnerships and other tools including financial
incentives to support enhancement of diversity within Collier County's economy. Enterprise Florida as a
partner for marketing and offering financial incentives remain critical components of our efforts to
achieve those goals and objectives for economic development in Collier County. The proposed policy
reforms attached are essentially actions to expand the capacity of Florida's competitiveness while
imparting broader control and added structural criteria to the State's financial incentive policy.
FISCAL IMPACT: There is no direct financial impact associated with the agenda item, as any financial
incentive programs or participation requires BCC approval and all funding is subject to annual
appropriation.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK

Dear Commissioner Georgia Hiller:
Florida is on a mission to be the global leader for jobs, but to do that, we need
your support to improve the state's current incentive process by making important
reforms and creating the Florida Enterprise Fund. We are competing against states like
Texas, our number one competitor, every day for jobs in communities just like yours. If
Florida doesn't have the resources, we won't be able to continue recruiting job creators
and helping existing Florida businesses expand.
Our proposed economic reforms which have been endorsed by the Enterprise Florida
Executive Board will do the following:
• Create a new $250 million competitive fund called the "Florida Enterprise Fund."
• Make the Florida Enterprise Fund a state trust fund to replace the existing
escrow account to allow the state's investment to accrue more interest.
• Any deal over $1 million will be approved by the Speaker of the House, the
Senate President, and the Governor in order to increase the Legislature's role in
competing for job creation projects.
• Reform the return on investment requirements by eliminating the use of waivers
and requiring a 10 percent annualized return on top of the original amount
invested in a company.
• Streamline the state's approval process while continuing to ensure that NO tax
dollars leave the state trust fund until a company meets specific job creation
goals spelled out in their contract.
