EXECUTIVE SUMMARY
Recommendation to direct staff to participate in the Combat Wounded Parking Sign Program.

OBJECTIVE: To accommodate and assist combat wounded veterans by providing courtesy
parking at selected County facilities.
CONSIDERATIONS: Because of amazing advancements in battlefield medicine and the
widespread use of body armor, an unprecedented percentage of service members are surviving
what would otherwise be fatal wounds. For every U.S. soldier killed in World Wars I and II,
there were 1.7 soldiers wounded. In the post -9/11 conflicts, for every U.S. soldier killed, 7 are
wounded. It is estimated that over 52,000 service members have been physically injured in the
post -9/11 conflicts.'
Wounded Warriors Family Support (WWFS), a charitable organization serving veterans
nationwide, provides flee courtesy parking .signs displaying the Purple Heart. (See Exhibit 1.) In
order to receive a parking sign from WWFS, proof must be provided that it is being used for its
intended purpose, typically a photo of the installed sign, and it is requested that the recipient pay
the shipping costs. Charlotte County and Citrus County are already participating in this program.
In addition, the Home Depot on Bonita Beach Road and the Sam's Club in Cape Coral have
installed the Combat Wounded parking signs. Typically, the parking spaces are marked or
painted purple.
The Facilities Division should conduct a pilot program and install combat wounded parking
signs at the Collier County Government Center, the North Collier Government Center, the South
Regional Library, the Naples Regional Library and Library Headquarters.
FISCAL IMPACT: The estimated cost for staff to convert one parking space is $129.00.
GROWTH MANAGEMENT PLAN (GMP) IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners directs staff to
participate in the Combat Wounded Parking Sign Program.
