EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute the attached Resolution
authorizing execution of Joint Participation Agreement Contract No. G0594 with the Florida
Department of Transportation to fund AvGas Fuel Farm Facility Enhancements and two (2)
Mobile Refueling trucks at the Marco Island Executive Airport(Fiscal Impact$288,000 FDOT and
$72,000 County).
OBJECTIVE: That the Board of County Commissioners (Board), acting as the Airport Authority,
approve and authorize its Chairman to execute the attached Resolution authorizing execution of Joint
Participation Agreement Contract No. G0594 with the Florida Department of Transportation (FDOT) to
fund AvGas fuel farm enhancements and two (2)Mobile Refueling trucks at the Marco Island Executive
Airport(MKY) in the total amount of$360,000($288,000 FDOT and $72,000 Local).
CONSIDERATIONS: The Airport Authority has received funding approval from FDOT under the
Joint Airport Capital Improvement Program (JACIP) in the amount of$288,000 to fund 1) AvGas fuel
farm enhancements required for the implementation of self service AvGas and 2) two (2) Mobile
Refueling trucks at MKY.
Construction of an additional apron associated with the taxiway/apron expansion project created sufficient
ramp area for a much needed self-service AvGas fueling facility at the south end of the airport terminal
apron. Small aircraft operators are accustomed to self-service fueling and the benefits associated with the
cost savings, as well as not having to wait for airport personnel to fuel their aircraft.
The Airport benefits from reduced labor and wear and tear on refueling trucks, while permitting airport
personnel to focus on customers requesting additional services. Furthermore, twenty-four hour, self-
service fueling capabilities provide additional revenue generating opportunities and has become an
industry standard. Self-service fueling capabilities are already in place at the Immokalee and Everglades
Airports.
MKY serves a broad range of customers that utilize Jet-A fuel, generating over$1,500,000 in sales during
fiscal year 2015. The airport currently possesses two (2) Jet-A refueler trucks that are shared with the
Immokalee Regional Airport to help accommodate their increasing demand for Jet-A fuel. Both of these
refuelers are over twelve (12)years old, are in constant need of repairs, and have been recommended for
replacement by the Fleet Management Division.
MKY also serves customers that utilize 100LL AvGas. The Airport Authority currently possesses one
aging AvGas refueler truck that is approximately twenty years old. This equipment is essential to airport
operations, generating over $240,000 in fuel sales during fiscal year 2015. When this refueler is
inoperable, revenue is negatively impacted by lost AvGas sales.
These funds will enable the Airport Authority to 1) install equipment necessary to offer self-service
AvGas to based and transient customers, and 2)to purchase mobile refuelers that are essential to revenue-
generation and airport operating activities.
The total estimated cost for the AvGas fuel farm facility and refueler trucks at MKY is $360,000. The
FDOT JPA award is for$288,000.The local match of$72,000 is available in Fund 497.

FISCAL IMPACT: Budget Amendments are necessary to recognize FDOT grant revenue in project
number 33450 in the amount of$288,000 within Airport Grant Fund 498, and local match in the amount
of$72,000 within Grant Fund 499. The local match funds are available by transfer from the motor pool
replacement project 57495 within Airport Fund 497 funded by the General Fund(001).
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board approval. —JAB
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.

RESOLUTION NO. 2015-
RESOLUTION OF THE COLLIER COUNTY AIRPORT AUTHORITY
APPROVING AND AUTHORIZING THE EXECUTION OF THE ATTACHED
JOINT PARTICIPATION AGREEMENT G0594 WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION
WHEREAS, the Collier County Airport Authority has the authority to enter into the
attached agreement with the Florida Department of Transportation to undertake projects as
authorized by Chapter 332, Florida Statutes, and Rule 14-60 of the Florida Administrative
Code, and Ordinance 2004-03, as amended.
NOW, THEREFORE, BE IT RESOLVED BY THE Collier County Airport Authority,
Collier County, Florida, that:
1. That the Joint Participation Agreement (JPA) Number G0594 to fund upgrades to
the AVGAS facility, and purchase one Jet-A and one AVGAS refueler truck as
further described in the JPA, Financial Management Number 433643-1-94-01,
attached hereto, is hereby approved.
2. The Chairman of the Collier County Airport Authority, Tim Nance, is authorized
to enter into, modify or terminate JPA Number G0594 with the Florida
Department of Transportation unless and until it may be specifically rescinded.
3. This Resolution shall take effect immediately upon adoption.
ADOPTED this I0th day of November 2015 after motion, second and majority vote in
favor of adoption.
