EXECUTIVE SUMMARY
Recommendation to approve Change Order #1 to Contract 14-6255R with BSSW Architects, Inc.
for Collier County Sheriff Office (CCSO) requested scope additions to the new Orangetree
Substation.
OBJECTIVE: To update the design of the new Orangetree Substation to account for the present
and future facility needs identified by the CCSO during the preliminary conceptual development
phase of the current scope of work.
CONSIDERATIONS: The Board approved the current design contract at the July 8, 2014,
BCC meeting under item 16E8. The approved project design scope was based on a 2006 concept
plan to move the CCSO's personnel out of an existing double wide trailer located on the
Corkscrew Elementary School grounds and to provide a 6,000 sq. ft. building to accommodate
them in a proper substation facility. The 2006 project was postponed during the recent recession
due to budget restraints.
During the current conceptual design phase involving many meetings with the CCSO operational
personnel, the CCSO determined that the facility would need to be larger based on growth that
has occurred in the area served by this substation during the intervening eight (8) years,
recognition of the CCSO's current law enforcement strategies, and taking into account the
anticipated future growth in the area. The proposed facility needs to accommodate the planned
additional personnel to cover investigations and patrol, more flexible storage and office space for
future needs, and storage of the Mutual Aid Dispatch — Interoperable Communication Unit
(MAD-ICU) vehicle in an air conditioned garage. This increase in the facility configuration will
result in more Architectural, Engineering and Site Development design plans. The building will
increase from the original 6,000 sq.ft. to a total of 8,486 sq.ft., a 41% increase to the size of the
facility from the original design concept.
FISCAL IMPACT: Funds in the amount of $49,000 for this increased design cost as well as
$851,000 for the additional construction cost have been budgeted in the FY2016 budget within
Impact Fee Fund 385.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board action. -CMG
RECOMMENDATION: That the Board approves Change Order #1 to Contract 14-6255R with BSSW
Architects, Inc., for the CCSO requested scope additions to the new Orangetree Substation in the amount
of$49,000.

that the facility would need to be larger based on the developmental growth in the area served during the intervening eight(8)
years;and recognizing the CCSO's current law enforcement strategies. The larger facility needs to accommodate additional
personnel to cover investigations and patrol,storage of the MADIOCU vehicle in an air condition garage with more flexible
storage and office space.This increase in the facility configuration will result in more Architectural, Engineering and Site
Development design plans. The building will increase to a total of 8,486 sq.ft,a 41%increase from original design concept,

cancelled due to the economy and funding issues,and was based on a concept for only providing a maximum space of 6,000
sq.ft.
3- If the change order is not approved,the CCSO substation will have to be scaled back to the 2007 concept sixeitof only 6,000
sq.ft.,and will be inadequate for ttie CCSO current requirements and have no room for expansion in the future. The result will
be a subsequent,future project for additions to the building and site the cost of which will far exceed the amount of this
change order. Additionally,the construction costs of the inevitable additions will be costlier due to inflationaryiconstruction

A. Summary of Work:
1. Background:
BSSW Architects Inc. was retained to develop a program, and building design for the existing and future needs of the
Collier County Sheriffs Office at Orange Tree in an approximately 6000 square foot addition to the current EMS 12 facility
or a freestanding structure.
Through the preliminary design process it was determined that a free standing facility would be most economical and better
serve the needs of the CCSO. With that decision, and the additional flexibility that an independent structure afforded, the
CCSO would like to increase the scope of the project to include expanded work areas and offices, equipment storage area
and a conditioned garage for the MADIOCU vehicle. Outdoor door service areas are also desired for a patrol car wash-
down, expanded service equipment yard, secure parking area and a concrete pad for the Portable Mutual Aid Tower(MAT).
Additional work will also include alternate design for fire service as originally planned connection to the county facility will
not be available.
These items will increase the scope of Site Design and Building Design and associated Engineering services for this
project. The original building program defined by the contract was "approximately 6000" square feet. The final building
design, with the additional desired program areas, will be approximately 8,486 square feet, a 41% increase in the building
size.
We therefore are requesting additional fees for the increased effort needed within all professional disciplines for the project.
All other provisions of the original referenced contract remain unchanged.

This letter serves as Collier County's official NOTICE TO PROCEED (NTP) to your
Company to commence with the above referenced project. This NTP is issued pursuant
to Contract #RFP-1462-55R. The purchase order number is shown above and a copy
of the P.O. is enclosed.
This NTP is limited to All Tasks of the scope of work for: Professional Architectural
Services including, Programming, Architectural Drawings, Construction Documents,
Bidding, Construction Administration and Close out Documents for the Negotiated Sum
Not to exceed price of $ 220,700.00. Please include the purchase order number,
contract number and project number on each invoice to facilitate the payment process.
Commencement date for the services associated herewith shall be considered to be
August 5, 2014. Final completion of all work shall be considered to be May 16, 2016,
for a total of 650 days. No work is authorized after the final completion date herein

EXECUTIVE SUMMARY
Recommendation to approve award of contract 14-6255R CCSO Substation at
EMS-12 Orange Tree to BSSW Architects Inc. for professional engineering
services, approve an associated budget amendment, and authorize the Chairman
to execute the approved contract.
OBJECTIVE: To provide for professional engineering services for the design and construction
of the Orange Tree Sheriff's Substation.
CONSIDERATIONS: On 6/24/2014, the BCC approved the ranking and authorized staff to
negotiate a contract with the top ranked firm.
Pursuant to the Competitive Consultant's Negotiation Act, Florida Statute Section 287.055, staff
has negotiated and reached agreement with the top ranked firm, BSSW Architects Inc. for a
T&M-not to exceed amount of$220,700 for all professional services, design thru construction.
FISCAL IMPACT: The Source of funds is the Law Enforcement Impact Fee, Fund 385, Project
52011. That project currently has $50,000 available, and a Budget Amendment transferring the
additional amount required of $173,000 is attached. The remaining funds required for physical
construction of the project are included in the FY2015 Budget Submission.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval. - CMG
RECOMMENDATION: That the Board of County Commissioners authorizes the Chairman to
execute the County Attorney approved contract 14-6255R and approve the required Budget
Amendment.
