EXECUTIVE SUMMARY
Recommendation to approve a budget amendment in the amount of $111,000 to help provide for
an estimated $220,000 in repairs and improvements to the ventilation systems in animal housing
areas at the Domestic Animal Services Naples Shelter.
OBJECTIVE: To maintain Domestic Animal Services (DAS) shelter facilities in working order for the
comfort and safety of the animals,volunteers and staff.
CONSIDERATIONS: The Collier County Animal Services Advisory Board identified participation in
the Maddie's® Shelter Medicine Program at the University of Florida Shelter Health Assessment as a
goal in their Top Ten Projects list adopted in 2012. Earlier this year,the assessment was conducted on site
by a team of five veterinarians and eight veterinary students. Results were compiled into a consultation
report that was received by the Domestic Animal Services (DAS)Director during the summer.
The consultation team examined all aspects of the shelter operations against standards established in the
Association of Shelter Veterinarian's Guidelines for Standards of Care in Animal Shelters. The
Consultation Summary included more than one hundred recommendations in seven primary areas of
shelter operations. One of the recommendations of the report, in the Facilities and Housing area, was to
"improve ventilation and lighting to create more humane and comfortable living conditions."
In September, the Facilities Management division was consulted to identify the best solution to improve
ventilation at the Naples DAS Shelter. It was determined that an overhaul of the existing ventilation
system is needed. Staff has secured an assessment of the existing system and a proposal for repairing it to
its initial design specifications and performance, as well as installation of system improvements,
including telemetry for remote system monitoring. Total estimated cost for the overhaul and
improvements is $220,000.
FISCAL IMPACT: The total estimated cost for repairs and improvements to the ventilation system at
the Domestic Animal Services Naples Shelter is approximately $220,000. There is presently $109,000
budgeted for this purpose in the DAS operating budget in General Fund (001) with the balance of
$111,000 to be sourced from a variety of projects in County Capital Improvement Fund (301). Budget
amendments will move existing funding between the DAS operating budget and a newly established DAS
Shelter Repairs Project budget in the County Capital Fund (301) and source the balance of needed
funding from projects in Fund (301).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue at this time, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
RECOMMENDATION(s): That the Board of County Commissioners approves the necessary budget
amendments to provide for repairs and improvements to the ventilation systems at the Domestic Animal
Services Shelter.
