EXECUTIVE SUMMARY
Recommendation to authorize the necessary budget amendments to reflect estimated grant funding
for the Calendar Year 2016 Older Americans Act Programs in the amount of$1,162,548.
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors' frail,
elderly clients.
CONSIDERATION: The Older Americans Act (OAA) Programs are federal initiatives that provide
assistance to older persons and caregivers and are the only federally funded support services programs
directed solely toward improving the lives of older persons. These funds are received by Collier County
through the Area Agency on Aging for Southwest Florida,Inc.
The current Standard Contract for the OAA Programs will end on December 31, 2015. Historically, the
County's Services for Seniors Program receives continuation agreements during the latter part of
December for the upcoming grant cycle. In prior years, the Title III-B in-home funding portion of the
contract was retained by the grantor and did not directly impact County budget. The grantor entered into
third party contracts to provide in-home services and paid them directly. Beginning in 2016, the grantor
is requiring the County's Services for Seniors Program to enter into contracts with vendors to provide in-
home services and pay the vendors directly. Staff is currently working on a solicitation for in-home
service providers with the Purchasing staff. This change will result in an approximate increase in the
amount of$326,722 bringing the total grantor award to $381,296. When the agreement is received it will
be presented to the Board with any necessary budget amendments to reflect any changes from the
estimated allocation.
Approval of these budget amendments will reflect funding for CY 2016 in the amount of $1,162,548,
(which includes required match), and authorize continued payment of expenditures under the
aforementioned programs. The OAA programs require local matching funds in the amount of 10% of the
program.*

*Match amount equals the award divided by .9, the multiplied by 10%, per federal and State calculation
requirements.
GROWTH MANAGEMENT: There is no growth management impact from this recommendation.
FISCAL IMPACT: Budget amendments are required to recognize estimated grant revenue of
$1,046,293 for the CY 2016 OAA Program to Human Services Grant Fund (707), Projects 33443 (3B),
33444 (C1), 33445 (C2), and 33446(IIIE). A budget amendment is also necessary for a 10%local match
in the amount of $116,255 available through prior year excess revenue within Human Services Grant
Fund(707)Reserves.
