EXECUTIVE SUMMARY
Recommendation to accept time extensions to Joint Participation Agreement Contracts with the
Florida Department of Transportation (FDOT) for CEI and Construction Services, and to allow
additional work to be bid as part of the FDOT resurfacing project on SR951 from Fiddler's Creek
Parkway to South of SR 90 (US41), along with County's US41 and SR/CR-951 intersection project;
Project 60116. Estimated amount is$63,000.
OBJECTIVE: That the Board of County Commissioners (Board) approves the time extensions to the
JPA contracts for CEI and Construction Services as granted by FDOT and allow staff to bid additional
drainage work under a separate construction contract.
CONSIDERATIONS: On October 16, 2014, FDOT granted a time extension to the Joint Participation
(JPA) contracts for CEI and Construction Services. Seventy (70) calendar days were added to both JPA
contracts resulting in a new termination date of December 28, 2015. On September 30, 2015, FDOT
approved a second time extension to the JPA contract at staff's request.
The time extensions are necessary to reconnect an existing off-site stormwater system to the proposed
roadway stormwater system. The original design called for the two systems to be separated; however, it
was discovered during construction that upstream flooding problems could be compounded if the systems
were not reconnected. The work to reconnect the systems was not part of the original bid. Due to high
rainfall volumes, this work would result in prohibitive dewatering and construction costs. It is estimated
that these costs could be over $63,000.00. Staff provided a recommendation to FDOT that it is necessary
to delay this work until the dry season due to these prohibitive costs.
Substantial completion for the project will be achieved by October 19, 2015 and staff would like to
complete the construction contract with Community Asphalt and the CEI contract with Atkins as
scheduled. Under this second time extension, FDOT has granted an additional 60 calendar days for the
JPA construction contract to address the drainage work and an additional 90 calendar days to the JPA CEI
contract to close out the project. Staff will bring back to the Board a request to approve the bid for the
drainage work under a separate item. Staff will utilize in-house CEI staff to provide any necessary CEI
services and to close out the project. Funds are available within the project to complete the drainage work
under the JPA.
FISCAL IMPACT: Funding for this work is available under Growth Management Grant Fund 711,
Project 60116. The fiscal impact is estimated to be $63,000.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: The requested actions are consistent with Growth
Management objectives and produce no negative impact.
RECOMMENDATION: To accept the time extensions to the JPA construction and CEI contracts as
approved by FDOT and authorize staff to bid additional drainage work as a separate construction contract
under the JPA for the FDOT resurfacing project on SR951 from Fiddler's Creek Parkway to South of SR
90, along with the County's US41 and SR/CR951 intersection project.

referenced ,IPA Agreement is hereby extended to February 26, 2016.
Project Status:
Construction is nearing completion; the county has requested a time extension for the
construction phase of this project in a separate request. CEI services need to run concurrently
with the construction and at least 30 days beyond completion.
The WA agreement current expiration date is being extended 90 additional days to allow CFI
services to accommodate the construction period as adequately close out the project. It is
expected that no further time extensions will be necessary.

In reference to Collier County's request on September 03, 2015, the expiration date of the
referenced JPA Agreement is hereby extended to February 26, 2016.
Project Status:
During construction Collier County intends to reconnect the existing Capri Commercial Center
discharge structure to the SR 951 storm water conveyance system via check valve. On August
27, 2015, a permit modification was issued by the South Florida Water Management District
(SFWMD)to construct the change. The Collier County has been coordinating with FDOT
drainage staff to address the design change and have been ranted approval to incorporate this
change
The JPA agreement current expiration date is being extended 60 additional days to allow Collier
County to address the drainage change and avoid dewatering costs requisite in construction in the
rainy season. It is expected that no further time extensions will be necessary.
