EXECUTIVE SUMMARY
Recommendation to approve an amendment to Contract #11-5673, Disaster Debris Removal and
Disposal Services, with all three vendors: AshBritt, Inc., TAG Grinding Services, Inc., and
Crowder-Gulf Joint Venture, Inc., extending the term of the contract up to one hundred and eighty
(180)days or until a new contract is awarded.
OBJECTIVE: To provide debris removal and disposal services in the event of a disaster by extending
the existing Contract #11-5673 for an additional one hundred and eighty (180) days to allow for the
completion of the current Request for Proposal process and negotiation of a new contract.
CONSIDERATIONS: The disaster debris removal and disposal services have been under contract to
AshBritt, Inc. as primary vendor, with TAG Grinding and Crowder-Gulf as secondary and tertiary
vendors in the event of a disaster for the last four years. The current contract will expire November 23,
2015.
In anticipation of the end of that contract, staff have sought to procure future services through Request
for Proposal #15-6365, "Disaster Debris Management, Removal and Disposal Services" (RFP). Due in
large part to FEMA's issuance of"Public Assistance Grantee and Subgrantee Procurement Requirements
Under 44 C.F.R. Pt. 13 and 2 C.F.R. Pt. 215" (Super Circular) in December 2014 containing changes to
the procurement guidelines for debris removal contracts, there were additional review delays in
processing the Scope of Services to ensure compliance with FEMA's guidelines. Accordingly,
Procurement Services Division posted this RFP for bid on August 31, 2015. Staff is scheduled to place
an award recommendation for a successor contract on the November 10, 2015 agenda. As a precaution in
the event of any unanticipated delays, protests and/or contract negotiation delays, staff is requesting this
extension.
The current contractors and staff have reached agreement on an amendment to the current contract that
allows for an extension of time with no other changes to the current terms.
FISCAL IMPACT: There is no fiscal impact.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval. -CMG
RECOMMENDATION: That the Board of County Commissioners approves an amendment to Contract
#11-5673, Disaster Debris Removal and Disposal Services, with all three vendors: AshBritt, Inc., TAG
Grinding Services, Inc., and Crowder-Gulf Joint Venture, Inc. extending the term of the contract up to
one hundred and eighty (180) days (from November 23, 2015 to May 21, 2016) or until a new contract is
awarded and authorizes the Chairman to sign the County Attorney reviewed amendment.
