EXECUTIVE SUMMARY
Recommendation to grant a well easement and an access and maintenance easement to the South
Florida Water Management District for the installation and maintenance of groundwater
monitoring wells on one of the stormwater retention and treatment pond sites recently acquired as
part of the four-laning of Golden Gate Boulevard between Wilson Boulevard and 20th Street East.
(Project No. 60040). Fiscal Impact: None.
OBJECTIVE: To grant two easements to the South Florida Water Management District(the District)to
relocate several wells displaced by the construction of the four-lane improvements to Golden Gate
Boulevard east of Wilson Boulevard, so that the District may continue groundwater monitoring activities.
CONSIDERATIONS: The District has been monitoring groundwater levels and groundwater quality
from existing wells located just west of the Golden Gate Main Canal, but these existing wells are in the
construction footprint of the four-laning improvements to Golden Gate Boulevard (the Project) and must
be replaced.
It is very important for the District to install its new wells as soon as possible since the District must
compile 30 days of data from the new wells before the old wells are removed. Time is also of the essence
since the existing wells need to be removed and capped during the clearing and grubbing phase of
construction of the Project,which is currently underway.
The three new wells will be installed in the southwest corner of Project Pond No. 2, a 5.15 acre tract
located at the southwest corner of the intersection of Golden Gate Boulevard and 8th Street SE. Along
with the right to relocate the wells, the District will also need the right to access those wells and maintain
the wells. The District requires the County to grant a well easement as well as an access and maintenance
easement over the newly acquired County property.
FISCAL IMPACT: There is no Fiscal Impact associated with this Executive Summary. The District
will pay to record the new easements in the public records.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval. -ERP
RECOMMENDATION: That the Board of County Commissioners of Collier County,Florida:
1. Approves the granting of a well easement and an access and maintenance easement to the South
Florida Water Management District across County-owned property recently acquired for the
construction and maintenance of a stormwater retention and treatment pond required for construction
of the four-laning of Golden Gate Boulevard east of Wilson Boulevard, and authorizes its chairman to
execute same on behalf of the Board; and
2. Authorizes the County Manager or his designee to deliver said easement instruments to the District.

WELL SITE ACCESS EASEMENT
THIS EASEMENT, made and entered into this day of
20_, by COLLIER COUNTY, A POLITICAL SUBDIVISION OF THE STATE OF
FLORIDA, whose post office address is 3299 Tamiami Trail East, c/o the Office of the
County Attorney, Suite 800, Naples, Florida 34112, hereinafter referred to as"Grantor",
to the SOUTH FLORIDA WATER MANAGEMENT DISTRICT, a government entity
created by Chapter 373, Florida Statutes,whose address is 3301 Gun Club Road,West
Palm Beach, Florida 33406, hereinafter referred to as"Grantee".
(Wherever used herein the terms"Grantor"and "Grantee" include all the parties to
this instrument and their respective heirs, legal representatives, successors and
assigns. Grantor and Grantee are used for singular or plural, as the context requires.)
WITNESSETH:
Grantor, for and in consideration of TEN DOLLARS ($10.00) and other valuable
consideration paid by the Grantee, the receipt and sufficiency of which is hereby
acknowledged, hereby conveys, grants, bargains and sells unto the Grantee, a
perpetual, non-exclusive easement, license, and privilege for the purpose of access to
monitoring wells over, under, upon and across the following described lands located in
Collier County, Florida,to wit:

incorporated herein by reference.
Subject to easements, restrictions, and reservations of record.
TO HAVE AND TO HOLD the same unto the Grantee together with the right to
enter upon said land and to place and/or excavate materials for the purpose of
accessing, and maintaining well facilities located thereon and constructing a concrete
driveway apron connecting the access and maintenance pathway to the pavement of 8th
Street SE. This easement includes the right to remove and use any and all excavated
material. The easement granted herein shall constitute easements running with the
land and shall burden the lands described above.
