EXECUTIVE SUMMARY
Recommendation to approve a veterans recognition project through a public private
partnership with a nonprofit organization.
OBJECTIVE: To recognize veterans for their commitments and sacrifices by placing banners depicting
their images and names at the Fred W. Coyle Freedom Park.
CONSIDERATIONS: On October 13, 2015, agenda item 6A, a public petition was presented requesting
participation from the Board of County Commissioners (Board) in a public private partnership with the
nonprofit 501c3 group known as "Honor Flight." The petitioner requested permission from the Board to
place 50 veteran recognition banners at various public locations and a financial contribution toward the
project.
Collectively, the Board agreed that recognizing veterans is a worthy cause and also reached consensus in
distinguishing that participation should be handled in a manner that does not set an unwanted precedence;
engage in advertising; and expend public funds. Direction was given to the County Manager to bring back
options through an agenda item at the next regularly scheduled meeting. The Board discussed this item at
length and provided general guidance under the following parameters:
• Up to 50 veteran recognition banners may be placed at or around the Fred W. Coyle Freedom
Park on public property.
• The banners can identify the veteran and depict their image but must be devoid of any advertising
identifying the sponsor or the nonprofit group.
• Identification of the veteran may be referenced back to the County's Veterans Services website.
• All costs incurred (staff time) in placing the banners and supporting the project would be paid by
the private nonprofit entity.
• Banners would be placed within the time period surrounding Veterans Day (expected not to
exceed 30 days total).
The Honor Flight nonprofit group has commented that these conditions may be too restrictive to
implement the project and will address the Board when the item is discussed. Subject to Board direction,
staff can continue to explore additional options for future consideration.
FISCAL IMPACT: All costs incurred (staff time)will be tracked and be reimbursed by the nonprofit
group.
GROWTH MANAGEMENT PLAN(GMP) IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
STAFF RECOMMENDATION: That the Board approves the placement of veteran recognition banners
subject to the parameters identified above or alternatively provides additional guidance and directs the
County Manager or his designee to bring back additional options.
