EXECUTIVE SUMMARY
Recommendation to approve and adopt a Resolution approving the Pay and Classification Plans for
the County Manager's Agency and County Attorney's Office effective October 1, 2015 and to
provide a general wage adjustment effective October 3,2015 for eligible employees.
OBJECTIVE: To adopt a Resolution approving the Pay and Classification Plans for the County
Manager's Agency and the County Attorney's Office effective October 1, 2015, providing for a general
wage adjustment, range penetration adjustments where applicable, and adjustment to new salary range
minimums for eligible employees, and continuing to authorize adjustments to the Pay and Classification
Plans from July 1, 2015 forward, using the existing"Archer"point-factor job evaluation system.
CONSIDERATIONS: Attached to the proposed Resolution are three exhibits: Exhibit 1 is the County
Manager's Agency Pay and Classification Plan; Exhibit 2 is the County Attorney's Pay and Classification
Plan; Exhibit 3 is the compensation administration guidelines that implement the salary adjustments
proposed in FY 2016. The proposed Resolution shall apply to all regular full- and part-time employees
under the administration of the County Manager and the County Attorney, except those employees under
contract or who are subject to a collective bargaining agreement. Such employees shall continue to be
paid and receive increases in accordance with the applicable contract or governing collective bargaining
agreement.
As economic conditions continue to improve, it is imperative to remain competitive in the employment
market. To achieve this objective, the Board approved funding in FY 2015 for an external consultant to
conduct a comprehensive Pay and Classification Study for the County Manager's Agency. The consulting
firm, Cody and Associates, reviewed the elements of the pay plan and provided salary range
recommendations that would place our plan at the median level of our survey market, (50th percentile), as
well as recommendations for placement at 15% above the market median (65th percentile) and 25%
above the market median (75th percentile). The above median level recommendations were made to
address Collier County's historically high cost of living. In fact, according to the most recent State of
Florida Relative Price Level Index Study, Collier County was ranked as the highest cost of living County
in the State, which was 5.01% above the Statewide average cost of living. Further, metropolitan Collier
County was recently identified as the fastest growing area in Florida and number ten in the nation in
2015. It was also identified as one of the top ten areas in the country for new job growth. This level of
growth and competition for talent requires that our compensation and benefit programs keep pace with
changing market conditions and challenges from competing employers. Based on the data analyses and
recommendations of the study and the need to maintain a competitive position in the market place, the
County Manager is recommending that salary ranges be set at 15% above the survey median (65th
percentile)for FY2016.
Regular full- and part-time employees will be provided a general wage adjustment to their base annual
pay of up to $1.000 or 1.5%, whichever is greater, allowing for marginal differences for hourly rates due
to system rounding. While the Cody and Associates study adjusts all pay ranges, budget limitations
required that internal pay equity adjustments be made to our core workforce only. As a result of this
evaluation, the County Manager directed Human Resources to prioritize plan maintenance only to
targeted pay ranges occupied by multiple incumbent positions, which will limit Division Directors and
Department Heads to a general wage adjustment only.
Pursuant to Ordinance No. 13-40, the Board of County Commissioners has authorized the County
Manager to make additions, modifications and deletions to the Pay and Classification Plan. The proposed

Resolution seeks continued authorization from the Board to do so, as well as to assign pay ranges using
the existing"Archer" point-factor job evaluation system from the pay ranges set forth in the proposed Pay
and Classification Plans, subject to a quarterly report to the Board. It also authorizes the County Manager
and County Attorney to hire or move employees within the pay and classification plan to promote the
recruitment and retention of a highly qualified and professional workforce.
FISCAL IMPACT: Total value of the general wage adjustment and pay plan adjustment to County
Manager's agency, County Attorney and Courts is approximately $3.2 million. The recommended salary
and pay plan adjustments meet budget guidance as approved by the Board in March and sufficient
FY2016 budget exists within each department to implement the desired salary and compensation actions.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval.—CMG
RECOMMENDATION: That the Board of County Commissioners approves and adopts the proposed
Resolution approving the Pay and Classification Plans for the County Manager's Agency and County
Attorney's Office effective October 1, 2015; to provide for a general wage adjustment of up to $1,000, or
1.5% increase to base pay, whichever is greater, effective on October 3, 2015 allowing for marginal
differences in hourly rates due to system rounding; to provide limited adjustments to specific incumbent
employees required to maintain internal pay equity; to provide an adjustment to salary range minimum in
cases where, after implementing all applicable wage increases, the annual salary does not meet the
minimum of the new pay range; and to approve the creation of new classifications, modification and/or
deletion of classifications and assignment of pay ranges from the proposed Pay and Classification Plans,
from July 1, 2015 forward, using the existing"Archer"point-factor job evaluation system.

RESOLUTION NO. 2015-
A RESOLUTION APPROVING THE PAY AND CLASSIFICATION PLANS FOR THE
COUNTY MANAGER'S AGENCY AND COUNTY ATTORNEY'S OFFICE, EFFECTIVE
OCTOBER 1, 2015, INCLUDING A GENERAL WAGE ADJUSTMENT OF UP TO $1,000.00
or 1.5%, WHICHEVER IS GREATER, EFFECTIVE ON OCTOBER 3, 2015; WHERE
APPLICABLE, RANGE PENETRATION AT 50%; WHERE APPLICABLE, ADJUSTMENT
TO MINIMUM.
WHEREAS, it has been the policy of Collier County to establish and administer a system
of compensation based on principles of public accountability, external competitiveness, internal
equity, relative complexity and responsibility between classifications, market economic
conditions, County financial policies and appropriate federal, state and local laws pertaining to
compensation so as to contribute to an environment conducive to employee motivation and
productivity as is more fully set forth in Ordinance No. 96-40, as amended by Ordinance No.
2001-50; and
WHEREAS, the Board of County Commissioners believes this policy may be achieved
through a combination of an annual pay and classification plan for employees under the
administration of the County Manager and the County Attorney, with approval from time to
time, and as appropriate, of general wage or Cost of Living adjustments; and
WHEREAS, the Human Resources Division facilitated an extensive pay and
classification study for the County Manager's Agency, conducted through Cody and Associates,
which provided an external and internal market comparison as well as compensation best
practice and analysis recommendations; and
WHEREAS, the County Manager's Office and Human Resources Division have adopted
and are recommending implementation of pay ranges consistent with the 65th percentile of the
external market and said best practice and recommendations in order to continue to attract, retain
and motivate its work force.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Pay and Classification Plan for employees under the administration of the
County Manager, copies of which are attached hereto as Exhibit 1, are hereby approved and
adopted.
2. The Pay and Classification Plan for employees under the administration of the
County Attorney, a copy of which is attached hereto as Exhibit 2, is hereby approved and
adopted.
3. Pay range maximums for County Manager Agency pay ranges, increased by 2%
for pay ranges BCC102 through BCC115; 3% for pay ranges BCC116 through BCC129; and 4%
for pay ranges BCC 130 through BCC 136 are hereby approved and adopted.

4. A general wage adjustment of up to $1,000.00 or 1.5%, whichever is greater,
added to base pay for eligible regular-full and part-time employees under the administration of
the County Manager and County Attorney is hereby approved and adopted.
5. In order to maintain the pay relationship under limited application, a pay range
penetration adjustment applied at 50% will be provided in order to not exacerbate compression
issues. The range penetration will be provided in cases where there is an adjustment to the pay
range of the classification and the position has multiple incumbents. Single incumbent and
Director level and above positions are not eligible for range penetration adjustments.
6. Classifications in which the incumbents have had a change of pay range, and
where the general wage adjustment and range penetration have been applied and the incumbent's
annual salary is still below the minimum of the new range will receive a pay adjustment to bring
them to the minimum of the new range.
7. Employees under the administration of the County Manager or County Attorney
who are under contract or who are subject to a collective bargaining agreement shall be paid and
receive increases in accordance with the terms of the applicable contract or governing collective
bargaining agreement.

FY 2016 COMPENSATION ADMINISTRATION PLAN
1. PHILOSOPHY
The philosophy of the County Manager's Agency and County Attorney is to provide a market-based
compensation program that meets the following goals:
- Facilitates the hiring and retention of the most knowledgeable, skilled and experienced employees
available.
- Supports continuous training,professional development and enhanced career mobility.
- Recognizes that the current financial/economic/budget climate for FY 2016 impacts the
affordability of merit increases
2. OBJECTIVES
In support of this compensation philosophy,the following objectives have been established for FY 2016:
- For the County Manager's Agency, maintain the pay plan that targets appropriate reward
mechanisms for management, professional/technical and hourly employees.
- For the County Attorney, maintain a pay plan that targets appropriate reward mechanisms for
employees.
- Provide no merit awards for FY 2016
3. GENERAL WAGE ADJUSTMENT
Provide a lump sum wage adjustment of up to $1,000 or 1.5%, whichever is higher, to base salaries of
eligible employees; for employees at the maximum of the pay range, the increases will be capped.
4. PAY PLAN MAINTENANCE
The comprehensive pay and classification study was conducted for the County by Cody and Associates
during 2014 and 2015. Based upon the results of that study the pay range maximum for the County
Manager's Agency are being increased by 2% for pay ranges BCC102 through BCC115; 3% for pay
ranges BCCI l6 through BCCI29; and 4%for pay ranges BCCI 30 through BCC136.
A pay range penetration adjustment. applied at 50%, will be provided in order to not exacerbate
compression issues. The range penetration will be provided in cases where there is an adjustment to the
pay range of the classification and the position has multiple incumbents. Single incumbent and Director
level and above positions are not eligible for range penetration adjustments.
A adjustment to minimum of the pay range will be applied to those incumbents who have had a change of
pay range. and where the general wage adjustment and range penetration have been applied and the
incumbent's annual salary is still below the minimum of the new range.
5. MERIT
There will be no merit awards in Fiscal Year 2016.
