EXECUTIVE SUMMARY,
Recommendation to waive competition; approve the procurement of the training programs for
staff; and authorize the County Manager or designee to execute the contract with the Florida Gulf
Coast University(as provided through its affiliate,the Florida Institute of Government).
OBJECTIVE: To provide a diverse and comprehensive staff training program to develop skills and
expertise for more effective service delivery.
CONSIDERATIONS: The Division of Human Resources is responsible to provide training and
educational opportunities for employees. This allows for continued professional growth and development
of staff, and assists in preparing current employees for future organizational opportunities. To meet that
goal, the division works closely with the Florida Institute of Government (FIOG) at Florida Gulf Coast
University each year to coordinate scheduling of training programs delivered on-site at County facilities.
These programs focus on providing needed workplace proficiencies and facilitate the retention of the
most knowledgeable, skilled, and experienced employees.
Pursuant to the Board's Procurement Ordinance 2013-69 as amended by 2015-37 (Section 9, subsection
B), the Board may waive formal competition when it is in the best interest of the County. Florida Gulf
Coast University through its affiliate, the Florida Institute of Government, and as a local public
educational provider of employee and management training programs, has developed the content and
delivery expertise to assist the County's employees with its unique program offerings. Staff requests that
the Board waive formal competition with this purchase.
FISCAL IMPACT: Historical spend over the last several years has been under $50,000, however, there
is an anticipated increase in training requirements in the upcoming year. The Human Resource Division
budgeted $53,050 in the FY 2016 budget process in fund 001-121810. Other departments and divisions
may also use this contract.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval -ERP
RECOMMENDATIONS: That the Board of County Commissioners waives competition; approves the
procurement of the training programs for staff; and authorizes the County Manager or designee to execute
the contract with the Florida Gulf Coast University (as provided by the Florida Institute of Government).

This Agreement for Workshop("Agreement"), is made this day of ,between Florida Gulf
Coast University Board of Trustees on behalf of the Florida Institute of Government,a public body
corporate of the State of Florida("FGCU")and Collier County Government("Client"),whereby FGCU

FEE: $1,800 per full day session x 11 sessions=$19,800
MISC: FGCU will provide the trainer,electronic copies of blank sign-in sheet,evaluation form and
course materials/handouts. Certificates are available upon request
Client will provide,the training room for the above mentioned workshop(s),AN equipment
needs as requested by trainer(s),as well as the reproduction of original evaluation form and
handouts/materials for each participant. Upon completion of the program,client will return all
evaluation forms and the sign-in sheet indicating the names of the participants that attended the
program. Electronic certificates,if requested,will be issued for each participant on the sign-in
sheet.
Audio or video taping of workshop sessions is not permitted without the advance written consent of the Institute
of Government. Client must provide a minimum of two weeks(14 days)advance notice in order to cancel the
financial terms of this Agreement unless agreed to by the provider of the service. FGCU will invoice the Client
upon completion of each workshop session. Total contract shall not exceed$53,050.Payment is due in
accordance with Chapter 218,Florida Statutes,also known as the`Local Government Prompt Payment Act".
