EXECUTIVE SUMMARY
Recommendation to approve the Collier County Group Health, Dental, Health Reimbursement
Arrangement and Flexible Benefit Arrangement Plan Documents effective January 1,2016.
OBJECTIVE: To update the Plan Documents to assure the effective administration of the Plan and to
maintain compliance with current law.
CONSIDERATIONS: The Board of Commissioners provides group health, dental, health
reimbursement account and flexible reimbursement account programs to its employees and participating
agencies through a partially self-insured program (the Plan(s)). Federal and state law requires that the
Plan utilizes master Plan Documents (the Policy or Plan Documents) to govern the administration of the
Plans. The County's third party claims administrator, Allegiance, Inc., utilizes the Plan Documents to
adjudicate claims. The Plan's reinsurance carriers use the Plan Documents to determine reinsurance
pricing and reimbursement eligibility. The County's actuarial and benefit consulting firm utilizes the Plan
Documents to determine Plan rates and to comply with Florida Department of Insurance rate filings.
Finally,the Risk Management staff utilizes the Plan Documents to administer the overall program.
The current Plan Documents were approved by the Board effective January 1, 2012. Since that time, there
have been changes to Federal law under the Patient Protection and Affordable Care Act (PPACA) that
require an update to the Plan Documents. Staff is recommending that the Plan Documents be updated to
assure the effective administration of the Plan and to maintain the compliance of the Plan with current
law.
The highlights of the Plan Document are as follows:
1. No changes to Plan design (deductibles, co-pays, etc.)are being recommended.
2. The Plan Document incorporates the updated provisions of the Patient Protection and Affordable
Care Act (PPACA) signed into law on March 23. 2010 as well as other changes to state and
federal laws applicable to the Plan.
3. The Plan Document reflects best practices Plan wording as recommended by Allegiance, Inc., the
County's third party claims administrator.
The Plan Document was prepared by Allegiance, Inc., the county's third party administrator in
conjunction with Risk Management staff and Willis, Inc., the county's benefits and actuarial consultant.
The Documents have been reviewed for legality by the County Attorney's Office.
Once approved by the Board of Commissioners. each employee will be provided a copy of the Summary
Plan Description.
FISCAL IMPACT: There is no fiscal impact associated with the approval of the Plan Document. The
group health Plan budget as anticipated by the proposed Plan Document has been approved by the Board
as part of the FY 16 adopted budget.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the
approval of these Documents.
LEGAL CONSIDERATIONS: This item is approved as to form and legality. and requires majority
vote for Board approval.—SRT
