EXECUTIVE SUMMARY
Recommendation to accept the Retired and Senior Volunteer Program (RSVP) grant and approve
budget amendments in the amount of $3,900 for a cumulative grant total of $57,522 for the
operation of the Retired and Senior Volunteer Program from the Corporation for National and
Community Service.
OBJECTIVE: To provide uninterrupted operation of Collier County's Retired and Senior Volunteer
Program (RSVP) grant program.
CONSIDERATIONS: Co-sponsored by Collier County since 1990, RSVP places senior volunteers in
various non-profit organizations and County agencies to provide support and community service. Collier
County Community and Human Services Division (CHS) will continue to administer this project, which
is 70% sponsored by the Corporation for National and Community Service.
This is a three-year grant with a period of 7/1/2015-6/30/2018 and a total grant award of$165,666. Year
one of the grant period is 7/1/15-6/30/16. The award amount for the first year is $57,522.The RSVP grant
has a local match requirement which is 30% of the total award including the 30% match ($24,652). This
requirement will be partially met through cash match of $10,852 with the remaining balance provided
through in-kind services, primarily in the form of liability insurance, and the use of County Park rooms
for volunteer run Bone Builders Program classes; The program is further supported by donations from
local businesses for our volunteer recognition events.
On May 26. 2015, the Board of County Commissioners approved the pending notice of award that was
sent by e-mail notification to Collier County on April 9, 2015 by the grantor agency, the Corporation for
National and Community Service (Agenda item 16D3). CHS planned to bring the official NOFA back to
the Board once it was received. In order to avoid a disruption in services, and to ensure compliance with
the grant service agreement requirements, the funding was estimated based on the approved grant
application budget. The initial official notice of award was received on June 3, 2015 and the award
amount for the first year was $54,522.
On June 27, 2015 the Corporation for National and Community Service notified CHS that the grant is
eligible for a one-time augmentation of$3,000 in federal funds plus a 30% cash match. These funds are in
addition to our annual federal base funding for FY 2015 and will not permanently increase our federal
funding. The purpose of the $3.000 is to support the capacity of all RSVP grantees to participate in
training opportunities as well as purchase a new computer and software. The funds were officially
awarded on August 19, 2015 bringing the total grant award for year one up to $57,522. These funds are
available through the end of the three-year grant.

FISCAL IMPACT: The Corporation for National and Community Service will provide $57,522 in grant
funding for RSVP, with a 30% match requirement of $24,652 of which $10,852 is cash match and
$13,800 is in-kind match for a total amount of $82,174. The Board previously approved an estimated
budget of $77,927. A budget amendment is needed to include the acceptance of the one-time funds
augmentation of $3,000 in grant funding with a 30% match of $1,247 for a total of$4,247. Match is
available from Reserves (Fund 708). Funding will reside in Human Services Grant Funds 707 and
Human Services Match Fund 708, Project 33421.
LEGAL CONSIDERATIONS: The Chairman's signature is not required for this item. This item is
approved for form and legality and requires a majority vote for Board approval-JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners accepts the Retired and Senior
Volunteer Program (RSVP) grant award and approves budget amendments in the amount of$3,900 for a
cumulative grant total of$57,522 for the operation of the Retired and Senior Volunteer Program from the

Through this letter, I am pleased to notify you that your RSVP grant, referenced above, is
eligible to receive a one-time augmentation of 53,000 in federal funds this year(FY 2015).
These funds are in addition to your FY 2015 annual federal base funding, and will not
permanently increase your federal funding.
The purpose of this $3,000 augmentation is primarily to support the capacity of all RSVP
grantees to participate in training and technical assistance (T/TA) opportunities. For example,
you can use the additional one-time 53,000 in funds for participation in training and technical
assistance (TTA) opportunities, such as travel to and participation in the Senior Corps Directors
Training Conference, other conference registration fees, project staff travel to and from T/TA
events, and/or a new computer, software, criminal history checks and evidence-based
programming technical assistance, or other investments to support your programming through
technical assistance.
In addition, these funds can also be used to support other approved line items in your FY 2015
budget.
Once accepted, these augmentation funds are available through the end of your three-year grant.
If you find that you do intend to expend the funds after the end of your FY 2015 budget year,
please work with my office and the CNCS Grants Officer to request carry forward.

Also, if needed, you may request a waiver of the required non-federal share by submitting such
a request to this office.
You are not required to accept the additional one-time funds. This letter assumes that you will
accept the one-time funds and provides you with guidance on how to revise your current grant
application and re-submit it so that CNCS can proceed with the amendment for your FY 2015
budget year.
In order to enable CNCS to award funds to your organization in a timely manner, we ask for
your immediate attention.
To accept these funds, please follow the instructions below.
PLEASE NOTE: If you determine that you have sufficient funds and would prefer not to accept
the one-time $3,000 in one-time augmentation funds,please send me an email to document your
decision.
Instructions
To accept these funds and to include them in your grant budget,please revise your budget per the
instructions below. In order to revise your grant budget and re-submit the application in eGrants,
please follow these steps:
1) Access your FY 2015 grant amendment application
An amendment application has been created for you and has been has been returned to
you in eGrants.
To locate and edit the amendment application:
• Log into eGrants
• From eGrants homepage, under View My Grants/Applications, locate and click
on "Returned to grantee".
• The application ID for this amendment is: 15SR177098
2) Modify your budget to reflect your baseline funding plus the $3,000 augmentation
• Once you have located the FY 2015 amendment application, click on "Edit"
• On the left side of the screen, select Budget Section I
• Edit one or more line items in the budget to include the addition $3.000 in CNCS
share
Note:
The $3,000 augmentation is primarily intended to support training and technical
assistance needs related to the administration of your Senior Corps grant. Following are
some examples of appropriate line items where these funds could be budgeted:
• Section 1: Other Volunteer Support Costs. Staff Training—to cover costs of attending
a local Senior Corps-related training event
• Section I: Long Distance Travel—to cover the costs of travel to and from an event.

• Section I: Other Volunteer Support Costs, Supplies—to purchase software, hardware,
or other equipment to enable full participation in the Senior Corps Virtual Conference
These funds can also be used to support other approved line items, as you believe may be
most beneficial in achieving the goals of the RSVP project.
Please confer with our office if you have any questions about where to include the $3,000
augmentation in your budget.
