EXECUTIVE SUMMARY
Recommendation to recognize carryforward in the amount of$7,187.02 to the Collier Metropolitan
Planning Organization (MPO) Operating Fund 128, earned from the FY2014/15 Transportation
Disadvantaged Planning Grant awarded by the Commission of the Transportation Disadvantaged
(CTD) and received by the MPO and to approve all related necessary budget amendments.
OBJECTIVE: To obtain budget appropriation to prior year grant revenue collected in excess
of expenditures for the MPO and to continue Transportation Disadvantaged (TD) planning
efforts as allowed by the CTD.
CONSIDERATIONS: On July 1, 2014, the MPO entered into a lump sum unit reimbursable
FY2014/15 grant agreement (Contract Number ARH55) with the Commission for the
Transportation Disadvantaged to perform planning duties. The terms of the grant contract
reimbursed the MPO upon completion of specific tasks in lieu of actual expenses. On June 30,
2015, the agreement ended and the revenue obtained from the grant exceeded the expenses by
$7.187.02. The MPO desires to use the remaining revenue for transportation disadvantaged
planning efforts in FY2016. In order to expend the carryforward balance after the close of
the grant, reauthorization and transfer of the funds into the MPO's operating fund from the
MPO's established Grant Management System (GMS) project fund is necessary. GMS is
used to develop the annual schedule of expenditures to comply with OMB 13 3/2 CFR 200
and section 21 5 .3 7, Florida Statutes. All reporting requirements of expenditures using
GMS will be fulfilled in FY2015. A transfer of excess funds ensures the original intent and
purpose of funding is used for TD planning activities and that the report functionality of
financial data from the GMS remains intact.
FISCAL IMPACT: Carryforward from FY2014/15 CTD grant revenue in the amount
of $7,187.02 currently resides in Growth Management Department (GMD) Grant Fund 711,
Project 33339. An FY16 budget amendment is required to transfer the revenue to MPO
Operating Fund 128, TD Planning Reinvestment Project 32128. There is no requirement for
matching funds.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's
Growth Management Plan.
RECOMMENDATION: That the Board recognizes transfer of FY2014/15 grant revenue
totaling $7,187.02, which exceeded the MPO's FY2014/15 CTD planning expenses; authorize
the use of the $7,187.02 for continued TD planning efforts in FY2016; and approve any related
necessary budget amendments.
