EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the water and sewer utility facilities for Lifestyle
Center at Treviso Bay, PL20130000555, and authorize the County Manager, or his designee, to
release the Utilities Performance Security (UPS) and Final Obligation Bond in the total amount of
$16,288.20 to the Project Engineer or the Developer's designated agent.
OBJECTIVE: To have the Board of County Commissioners, Ex-Officio of the Governing
Board of the Collier County Water-Sewer District, approve the final acceptance of the water and
sewer facilities and release the Utilities Performance Security (UPS) and Final Obligation Bond
in the amount of$16,288.20.
CONSIDERATIONS:
1) The Developer of Lifestyle Center at Treviso Bay has constructed the water and sewer
facilities within dedicated easements to serve this development. (See attached location map).
A portion of the water facilities will be conveyed to the County, as described in Official
Records Book 5081, Page 3062. The remaining water and sewer facilities will remain
private.
2) Preliminary acceptance of these utility facilities was approved by the Engineering and
Natural Resources Division staff on November 7, 2013. At that time, the value of the water
facilities being conveyed was $33,318.38. (See attached asset sheet).
3) Staff has recorded all preliminary acceptance documents in the public records of Collier
County, which have been reviewed and approved by the County Attorney's office as to form
and legality. The County acquired its interest in a portion of the water facilities by Utilities
Facilities Warranty Deed and Bill of Sale recorded at Official Records Book 5081, at Page
3062, of the Public Records of Collier County, Florida.
4) The water and sewer facilities have been operated and maintained during the required one (1)
year warranty period, following preliminary acceptance.
5) A final inspection of the water and sewer facilities to discover defects in materials and
workmanship was conducted by the Engineering and Right-of-way Inspections staff on
August 17, 2015 in coordination with Public Utilities. These facilities have been found to be
satisfactory and acceptable.
6) The on-site water and sewer utilities, less the water utilities described in O.R. Book 5081, PG
3062, are owned and maintained by the owner.
7) Staff recommends final acceptance of the subject utility facilities and release the Utility
Performance Security (UPS) and Final Obligation Bond in the total amount of $16,288.20.

8) This final acceptance is in accordance with Collier County, Ordinance 2004-31, as amended.

9) Staff is unaware of any issues that would serve to negate the recommendation to release the
applicable security.
FISCAL IMPACT: Approval of this Executive Summary will have no specific financial
impact. However, approval of this Executive Summary will result in the Collier County Water-
Sewer District receiving unconditional title to utility facilities, which at the time of preliminary
acceptance had a total gross value of$33,318.38 (no depreciation applied).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and
requires a majority vote for Board approval - SAS
RECOMMENDATION: To approve final acceptance of the water and sewer utility facilities
for Lifestyle Center at Treviso Bay, PL20130000555, and final conveyance of a portion of the
water facilities and authorize the County Manager, or his designee, to release the Utilities
Performance Security (UPS) and Final Obligation Bond in the total amount of$16,288.20 to the
Project Engineer or the Developer's designated agent.
