EXECUTIVE SUMMARY
Recommendation to direct Staff to present a status report/update on the operation of
Collier County Emergency Medical Services (EMS). Report to include but not be limited
to:
1.) Review of performance against adopted level of service standards (AUIR),
2.) Identification of areas of need across the county, if any,
3.) Recommendations on methodologies and options, including cost estimates, to
improve performance and meet additional needs, including additional resources
and options to continue the BCC sanctioned improvement program to close the gap
in service between the Rural Standard (12 minute response time-AUIR) and the
Urban Standard (8 minute response time -AUIR), and
4.) Identification of opportunities for increased coordination and cooperation between
Collier County EMS and the Fire Districts.
OBJECTIVE: To receive a status report and information on the delivery of services by Collier County
EMS and evaluate opportunities for improvement. Also to evaluate the opportunity for expanded
coordination and cooperation with the Fire Districts with a view toward a more fully coordinated
management and delivery of emergency medical response.
CONSIDERATIONS: On January 28, 2014 Collier EMS presented a report with options for a
coordinated improvement of service in identified areas of need across the county. The BCC approved a
logistics plan supported by a funding increase of$882.000, including 12 additional EMS staff with the
plan to be implemented effective April 1, 2014. Improvements spanned each EMS Response Zone with
notable elements including: adding 6 paramedics and 1 ambulance to Station #44 in North Naples and
staffing a seasonal ambulance in Marco Island (January to April). Additionally the plan added 3
Firefighter/Paramedics to Big Corkscrew Island Engine #10 in eastern Collier, and added 3 Quick
Response Paramedics in Golden Gate Estates as the initial actions of a stated BCC commitment to reduce
the gap in service between the Rural response time of 12 minutes, and the Urban response time of 8
minutes.
This current proposal seeks to support continued improvement in Collier County EMS through
periodic review and consideration by the Board.
