EXECUTIVE SUMMARY
Recommendation to approve the State Housing Initiatives Partnership (SHIP) Program Annual
Reports and Local Housing Incentive Certifications for Fiscal Years 2011/2012, 2012/2013, and
interim Fiscal Years 2013/2014 and 2014/2015 to ensure compliance with program requirements;
and approve a budget amendment in the amount of $10,483.76.
OBJECTIVE: To comply with State Housing Initiatives Partnership (SHIP) Program annual report
submission requirements.
CONSIDERATIONS: Section 420.9075(10), Florida Statutes requires participants in the SHIP program
to submit an annual report signed by the county's chief elected official, or his or her designee, to certify
that the local housing incentive strategies and the local housing incentive plan have been implemented or
are in the process of being implemented.
The SHIP fiscal year runs from July 1 to June 30. Local governments have three years to expend program
funds. Either by September 15 after the end of the third year or when all funds for fiscal year allocation
are spent (whichever occurs first), the County must submit a "closeout" report outlining its affordable
housing program and accomplishments to the Florida Housing Finance Corporation.
Annual Reports must be submitted to the Corporation via the Internet. Once the annual report and
certification forms are executed and submitted to the Florida Housing Finance Corporation, Collier
County will be in compliance with the reporting requirements of the SHIP program.
In preparing the annual reports and associated certifications, Collier County received assistance from
Florida Housing Coalition (FHC), a nonprofit, statewide organization that is the grantor agency's
affordable housing training and technical assistance provider. The attached annual reports and
certifications have been reviewed and approved by FHC as accurate and in compliance with the
applicable grant regulations. Once submitted, Collier County will be in compliance with the reporting
requirements of Florida Housing Finance Corporation and the SHIP program.
In order to meet grantor requirements, the Fiscal Years 2012/2013 require a reduction in SHIP allocation
while Fiscal Years 2011/2012 require an increase.
FISCAL IMPACT: The proposed annual reports have no new fiscal impact. The funding source for this
grant is Florida Housing Finance Corporation. Funds are budgeted in the SHIP Grant Fund 791, Projects
33198, 33222, 33258, and 33331. Execution of the certifications will ensure that Collier County continues
to be eligible to participate in and receive future funding from the SHIP Program. A budget amendment is
required to re -class the SHIP allocation from FY12/13 to FYI 1/12 in the amount of $10,483.76 from
project 33222 to 33918. This action will have no impact on the General Fund.
LEGAL CONSIDERATIONS: The certifications are form documents provided and required by Florida
Housing Finance Corporation. This item is approved for form and legality and requires a majority vote
for Board action. — JAB
GROWTH MANAGEMENT IMPACT: Execution of this certification and continued participation in
the SHIP Program will allow Collier County to enhance the development of affordable workforce housing
in accordance with the Housing Element of the Growth Management Plan of Collier County.

Incentive Strategy:
A. Incentive: Expedited Permitting- The processing of approvals of development order or permits, as defined in
Sec. 163.3164(7) and (8), F.S. for affordable housing projects is expedited to a greater degree than other

Homebuyers receive pre - purchase education that helps with finding a mortgage and home, along with financial
literacy training. Also, the SHIP Office maintains an up -to -date listing of all subsidized apartments in the County,
providing address, telephone number and vacancy rates. Staff assists with referrals if needed.
