EXECUTIVE SUMMARY
Recommendation to send a letter of support to the United States Department of Agriculture
relative to the Immokalee Water and Sewer District's potable water pipe replacement project.
OBJECTIVE: To assist the Immokalee Water and Sewer District (IWSD) in obtaining funding from the
USDA Rural Utilities Service for the replacement of approximately 50 miles of existing asbestos cement
(AC) and undersized potable water mains.
CONSIDERATIONS: The County Manager's Office received a letter, dated June 18, 2015, from Greely
and Hansen LCC, accompanied by an "AC Water Main & Undersized Water Main Replacement
Environmental Report," dated June 2015 (Attachments I and 2, respectively).
The letter requested that the report be forwarded to the Board of County Commissioners (Board) for its
review, and that the Board provide a letter stating whether the project is consistent, inconsistent or not
inconsistent with Collier County's development plans for the area.
Staff reviewed the report and, based on the information provided, determined that the project was
consistent with the current development plans for Collier County. Accordingly, staff drafted the attached
letter of response (Attachment 3).
FISCAL IMPACT: There is no fiscal impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board of
the Collier County Water and Sewer District, authorize the Chairman to sign and send the attached letter
to the Immokalee Water and Sewer District stating that the IWSD's pipe replacement plans are consistent
with Collier County development plans.

Dear Mr. Flanagan:
The Immokalee Water and Sewer District is in the application process for loan and grant funding from the USDA
Rural Utilities Service for the replacement of approximately 50 miles of existing asbestos cement (AC) and
undersized potable water mains throughout their distribution system.
As part of the application process for this project, USDA requires a letter from the Collier County Board of
County Commissioners stating whether the project is consistent, inconsistent, or not inconsistent with the
County's development plans for the area.
I have enclosed a CD containing a PDF copy of the Environmental Report for the project, which includes
pertinent project information.
Please forward the report to the Commissioners for their review and action regarding the letter USDA is
requiring.

Based on the information provided in the referenced report, and review of the Immokalee Area Master
Plan Element of the Collier County Growth Management Plan, staff has determined that the
aforementioned project is consistent with the current development plans for Collier County.
