EXECUTIVE SUMMARY Recommendation to award bid number 15 -6494 in the amount of $967,970 to Quality Enterprises USA, Inc., for the "North County Regional Water Treatment Plant Transfer Pump Upgrades," Project No. 71066; and, authorize a budget amendment in the amount of $750,000. OBJECTIVE: To maintain transfer pump reliability at the North County Regional Water Treatment Plant (NCRWTP) to meet potable water demand. CONSIDERATIONS: The proposed scope of work under Project No. 71066, "NCRWTP Technical Support Projects," is consistent with the Capital Improvement Program (CIP) contained in the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item I I C. Funding for Project No. 71066 is available in, and is consistent with, the FY2015 CIP Budget. The scope of this project includes replacing six potable water transfer pumps. The existing transfer pumps are original to the plant, constructed in 1993, and have reached the end of their useful lives. The new pumps will be 75 horsepower, an increase over the current pumps' 60 horsepower, which will provide additional reliability. Invitation to Bid No. 15 -6494 was advertised July 1, 2015, with 2,164 notices sent to vendors that provided the described services. Sixty -two prospective bidders downloaded plans and specifications. On July 31, 2015, the three sealed bids received were opened. The bids are surmnarized below. VENDOR BID Quality Enterprises USA, Inc. $967,970 Douglas N. Higgins $972,900 Mitchell & Stark Construction Co., Inc. $1,061,480 Staff and local engineering consultant, CH2M, Inc., determined the lowest bid to be fair and reasonable and recommend awarding the project to Quality Enterprises USA, Inc., the lowest responsive and qualified vendor. The bid is six percent below the engineer's cost opinion, including allowance. Quality Enterprises USA, Inc., has a satisfactory performance and warranty record on previous, similar water utility- related projects. The Procurement Services Division concluded the bid was competitive and representative of market conditions. The bid tabulation, bid analysis, engineer's letter of recommendation and contract are Attachments 1, 2, 3 and 4, respectively. The bid specifications informed the bidders there may be unforeseen conditions associated with the project. The project cost includes an allowance of $50,000 for owner- directed work due to unforeseen conditions that include, but are not limited to, unknown site conditions, additional support equipment, personnel time and /or replacement materials as determined by staff that may be required during construction. Subject to the purchasing ordinance, staff will negotiate a price for any additional work due to unforeseen conditions prior to the start of any work. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget approved by the Board on September 18, 2014. The source of funding is the Water User Fee Fund (412). A budget amendment is required from Project 70104, Fund (412) in the amount of $750,000. Operation and maintenance costs are expected to remain the same or decrease. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. —SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board of the Collier County Water -Sewer District, awards Invitation to Bid 15 -6494 in the amount of $967,970 to Quality Enterprises USA, Inc.; authorizes the necessary budget amendment to transfer funds in the amount of $750,000 from Project 70104, "Water Plant CAP," to Project 71066; and, authorizes the Chairman to sign and execute the contract after final approval by the County Attorney's Office.
