EXECUTIVE SUMMARY
Recommendation to approve a budget amendment in the amount of $147,071 transferring funds
from Water Pollution Control Fund 114 Reserves to the FY15 Operating Expense Budget of Fund
114 to purchase a replacement Inductively Coupled Plasma Mass Spectrometer. This action will
result in no impact to the General Fund.
OBJECTIVE: To purchase a replacement Inductively Coupled Plasma Mass Spectrometer
(ICP -MS) in FY 15.
CONSIDERATIONS: The ICP -MS is a laboratory instrument that analyzes trace metals in
ground, surface, and drinking water. The existing ICP -MS does not provide the necessary
detection levels to meet current program demands. For example, the existing ICP -MS will only
detect copper at a level of 3.0 gg/L. However, the current State water quality criterion for Collier
County estuaries is 3.7 gg /L making the current detection limit barely sensitive enough to ensure
Collier County is meeting this criterion. Collier County currently has several waterbodies that
are impaired for copper so there is a need to detect copper at lower levels to determine if the
amount of copper is trending downwards. The new ICP -MS will be able to detect copper at a
level of 0.50 µg /L.
This purchase was to be budgeted in FYI 6; however, the existing ICP -MS is 14 years old and is
now breaking down frequently. The ongoing instrument failures are causing excessive
instrument downtime resulting in outsourcing the metals analyses to other labs at an increased
cost of $8.29 per sample.
Purchasing the new instrument will also reduce the service contract costs by $19,007 per year for
the first two years and approximately $4,500 per year after.
Three quotes were received for the ICP -MS, from Fisher Scientific, PerkinElmer, and Agilent
Technologies Inc. Making the purchase utilizing state contract number 4112000 -15 -ACS, Fisher
Scientific, is the least expensive.
FISCAL IMPACT: The cost of purchasing the new instrument is $147,071 and is forecasted
as an FY 15 expense in the proposed FY 16 budget. Purchasing the ICP -MS in FY 15 will save
the costs associated with outsourcing metals analyses and reduce the service contract costs
$19,007 per year for the first two years and approximately $4,500 per year after. This action will
result in no impact to the General Fund.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the
Coastal Conservation and Coastal Management Element of the Growth Management Plan.
LEGAL CONSIDERATION: This item has been approved as to form and legality, and
requires a majority vote for Board approval. -ERP
