EXECUTIVE SUMMARY Recommendation to approve a scope of work and an out -of -cycle Collier County Tourist Development Council Category "A" Grant Application for improvements to Clam Pass Beach Park for Fiscal Year 2015/2016 in the total amount of $1,160,000, to authorize neccesary budget amendment and to make the finding that this expenditure promotes tourism. OBJECTIVE: To provide improvements to the Clam Pass Beach Park facility, ensure the park remains attractive to tourists who frequent the park, and find that the recommendations for the project will promote tourism. CONSIDERATIONS: On March 10, 2015, the Board accepted a recommendation to reject RFP No. 14 -6301 for Design Services for Clam Pass Park Boardwalk and Restroom Facility improvements (Agenda item 16D3). Previously, the Parks and Recreation Advisory Board (PARAB) and the Tourist Development Council (TDC) also recommended rejecting RFP No. 14 -6301. The rejection was the result of community input that indicated that there was not an identified need to expand beach access at this location, nor consideration given to the environmental impacts of developing a boardwalk and bathroom at this location. The project was initially approved by the TDC on May 29, 2007 item V1. 6. The Board also directed staff to reduce the project scope to include repair and /or replacement work associated with Clam Pass Park and to solicit input from stakeholders prior to issuing the scope. The Parks and Recreation Division held a public meeting on June 4, 2015 to solicit public input into the new scope. From that public input, the Parks and Recreation Division would like to solicit bids for the following work: • Resurface and reline the parking lot and include water quality and drainage improvements • Reconstruct the wall between Seagate and Clam Pass Park that is ::; disrepair • Provide "mobi mat" to ensure ADA accessibility at the Clam Pass kayak launch area • Upgrade the entrance toll booth with the addition of space for the sea turtle monitoring staff's equipment • Improve the area of the deteriorated boardwalk and markers located on the existing paths and remove any derelict materials from the old pathway • Screen underneath of concession area with materials to hide unsightly storage areas The Division also sought the opinion of the Conservancy of Southwest Florida for their input into the scope of services. They placed importance on removing the derelict portions of the southern trail system by hand, i.e., not using heavy equipment on the beach and to provide water quality improvements with the scope for redoing the parking area. The Pelican Bay Foundation asked for improvements for the concession area where the storage areas were shielded from public view and repairs to the parking bumpers, which will be Packet Page -334- 9/8/2015 11. D. accomplished with the redo of the parking area. This will be completed with maintenance funds associated with the operating Division. In addition, recently an analysis of Clam Pass Boardwalk was completed. The analysis revealed that $650,000 in improvements is required to ensure the integrity of the boardwalk system. While there are no immediate safety concerns noted, it is requested that a project for this work be authorized for completion as part of the out -of -cycle grant request. Upgrade the entrance toll booth with the $50,000 -0- addition of space for the sea turtle monitoring staffs equipment Improve the area of the deteriorated $25,000 -0- boardwalk and markers located on the existing paths and remove any derelict materials from the old pathway Renovation of substructure of Clam Pass $650.000 -0- Boardwalk TOTAL $1,160,000 -0- FISCAL IMPACT: Sufficient reserves are available in TDC Beach Park Facilities Fund (183) to fund the improvements discussed herein. A Budget Amendment is necessary to move funds from reserves into appropriate project budgets. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval. — CMG ADVISORY BOARD RECOMMENDATION: At its June 17, 2015 meeting, the Parks and Recreation Advisory Board recommended that the scope identified above be approved for funding for these projects. The Pelican Bay Foundation approved these projects in an email from James Hoppensteadt, President and Chief Operating Officer dated June 22, 2015. The Tourist Packet Page -335- 9/8/2015 11. D. Development Council unanimously approved the scope on July 29, 2015 with a finding that the project promotes tourism. RECOMMENDATION: That the Board of County Commissioners approves the scope of work associated with the above - referenced Category "A" grant application in the amount of $1,160,000, authorizes the budget amendment to establish this as a Beach Park Facility Project and makes a finding that this expenditure promotes tourism. Just to confirm our plans for moving forward with maintenance projects at Clam Pass Park, our intent is to: Continue to solicit public input for our maintenance repairs at Clam Pass by presenting these projects in advance of issuing a scope of work thru our Facilities Management and Purchasing Department at the Parks and Recreation Advisory Board, Tourist Development Council, and Board of Packet Page -341- 9/8/2015 11. After successfully outlining the scope with these entities, our intent is to solicit for a scope that includes the following: • Repair and or replace the wall that is between our parking area and Seagate community • Resurface and reline the current parking area (we will provide storm water improvements as well as part of this plan). • Establish ADA accessibility to the kayak launch from the parking area with "mobi mat" or other like surfacing • Clean out the southern portion of the park behind the dunes of the previous walkover materials (this will be accomplished by not using equipment to remove the items, but it will be hand carried off the premises) • Provide improvements to the concession area to including redecking the concession, providing shielding of highly visible exterior surface in need of repair in and around the concession area. • Improve the current toll booth to allow for expansion of a storage area to store sea turtle monitoring supplies kept at the park (this will eliminate the need of the storage trailer that is currently on the property). • Redo electrical at the concession area • Routine maintenance of infrastructure of boardwalk (underneath the boardwalk) • Exotic removal in the park I've attached photos of the improvements that we seek. Please let me know at your convenience if it is acceptable for us to proceed as outlined within the covenants. Please note as well that we have been given a Courtesy Notice of Violations, Article 3.20, regarding these maintenance issues and with the Foundation's approval, we will be able to satisfy several of the items listed in the Description of Conditions observed.
