EXECUTIVE SUMMARY Recommendation to appoint four member(s) to the Housing Finance Authority OBJECTIVE: To reappoint three members and appoint one new member to four -year terms on the Housing Finance Authority, which shall expire on September 11, 2019. CONSIDERATIONS: This 5 member authority was created by County Ordinance No. 80 -66 on July 29, 1980, pursuant to Chapter 159, Part IV, Florida Statutes as a governmental body authorized to issue tax exempt bonds. Not less than a majority of the members shall be knowledgeable in one of the following fields; labor, finance, or commerce. Terms are 4 years. A list of the current membership is included in the backup. One seat on this authority expired on July 25, 2015, and three seats expired on September 11, 2015. A third vacancy has been created as a result of a former member having moved out of Collier County. Mr. Michael Prioletti, who had previously applied for the Industrial Development Authority, has agreed to serve on the Housing Finance Authority. 1 highly recommend the reappointment of all three of these individuals. Ms Bradach has been a n member of the Authority for many years, and has served as our secretary for the past several years. As a financial professional, she brings her knowledge of bond financing from the standpoint of the borrower, having been chief financial officer of healthcare borrowers, along with her many years of service to the Authority. Glen Harrell is the general manager of Coastland Center Mall, one of the largest private employers in the County, with a large employee base that needs and uses the affordable housing financed by the Authority. Their attendance records during their terms have been nearly perfect. Mr. Prioletti is an investment banker with Robert Baird Associates and has a peen knowledge of the bond financing process, while at the same time his company does not engage in this type ofhousing financing in Collier County. Above all their technical and professional qualifications, all three of these individuals bring to the Authority and the County a sincere and conflict -of- interest -free desire to serve our community.
