EXECUTIVE SUMMARY
Recommendation to reauthorize for a period of one year the single source purchase of pumps,
warranty- related repair, and other parts and materials not available through an aftermarket
source for approved wastewater pumps.
OBJECTIVE: To purchase new and replacement pumps, warranty- related repair, and other parts and
materials not available through an aftermarket source for approved submersible wastewater pumps
for a period of one year.
CONSIDERATIONS: The Collier County Wastewater Division currently operates more than 800
wastewater pump stations having approximately 1,700 pumps. Collier County Ordinance No. 2004 -31,
the Utilities Standards Ordinance, requires that pumps be manufactured by Flygt or an equivalent.
Standardized equipment reduces spare parts inventory and training costs associated with pump repair and
maintenance. Xylem Water Solutions USA, Inc., (formerly ITT Water & Wastewater of Florida, LLC), is
the only authorized vendor in Florida for Flygt products.
On November 28, 2006, under Agenda Item 16C7, the Board of County Commissioners (Board)
initially approved the sole source purchase of Flygt pumps for the county's wastewater system. Staff
requests that the Board waive the competitive procurement process and authorize for a period
of one year the single source purchases under the same conditions as the previous Board action. Division
staff is currently working to compile specifications to issue a solicitation to various wastewater pump
manufacturers in order for staff to conduct a qualitative evaluation of additional pump brands.
Collier County's purchasing ordinance provides that purchases of commodities and services from a
single source may be exempted from formal competition upon certification by the Procurement Services
Division Director of the following condition: "The recommended vendor /contractor is the only one ready,
willing and able to meet the county's requirements."
Section 9D of the Procurement Ordinance allows exemptions for single source commodities. The
Procurement Services Director certifies that it is the County's best financial interest to maintain the Flygt
pumps.
FISCAL IMPACT: Funds are available in the Collier County Water -Sewer District Operating Fund
(408) and the Wastewater User Fee Fund (414). As the wastewater system ages, the number of
pumps, parts and materials to be purchased will vary depending on the actual repair /replacement needs.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
RECOMMENDATION: That the Board of County Commissioners, Ex- Officio the Governing Board of
the Collier County Water -Sewer District, waive the competitive procurement process and authorize for a
period of one year the single source purchase of new and replacement pumps, warranty- related repair,
and other parts and materials not available through an aftermarket source for approved submersible
wastewater pumps to Xylem Water Solutions USA, Inc.
