EXECUTIVE SUMMARY
Recommendation to approve a $466,766 work order under Request for Quotation 14-6213-109 to
Kyle Construction, Inc., under Project Number 70220, “Golden Gate Interconnects”.
OBJECTIVE: To construct a potable water interconnect between the Collier County Water-Sewer
District and the Golden Gate City water system.
CONSIDERATIONS: The proposed scope of work under Project No. 70220, “Golden Gate
Interconnects,” is consistent with the Capital Improvement Program (CIP) contained in the 20 14 Water,
Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the
Board of County Commissioners (Board) on November 10, 2015, as Agenda Item 9C, as Appendix III of
the 2015 AUIR/CIE.
On November 14, 2017, as Agenda Item 9B, the Board of County Commissioners approved a Resolution
declaring the acquisition of the assets of the Florida Governmental Utility Authority serving the Golden
Gate City community in Collier County, Florida, by the Collier County Water-Sewer District.
On December 12, 2017, as Agenda Item 16C3, the Board of County Commissioners approved a budget
amendment to fund interconnects between the Collier County Water-Sewer District (CCWSD) water
system and the Golden Gate City utility (“Utility”) currently owned and operated by the Florida
Governmental Utility Authority (FGUA). Those funds are being used to construct this project.
Interconnect No. 3 is located on Tropicana Boulevard from 31st Place Southwest to Magnolia Pond Drive
(Golden Gate High School). Interconnect construction will commence after the CCWSD’s acquisition of
the Utility. Because Interconnect No. 3 is located on Golden Gate High School property it is critical that
its construction start at the school during the 2018 spring break. The upsizing of the existing water main
along Magnolia Pond Drive will be constructed during the school’s summer break. This interconnection
will allow the CCWSD regional system to supply water to Golden Gate City instead of operating the
existing Utility water plant. Due to the proximity of the South County Regional Water Treatment Plant, it
is operationally more cost-advantageous to supply from the regional system due to economies of scale.
Water quality will also be consistent throughout the regional system.
The County posted Request for Quotation 14-6214-109, “Golden Gate City Water Main Interconnect -
Tropicana Blvd,” on November 22, 2017, and distributed it to all vendors on the County’s Fixed -Term
Underground Utilities Contract No. 14-6213 via the electronic bid process. Of the six vendors notified,
five submitted quotations by the deadline. The quotations received on December 13, 2017, are
summarized in the table below:

The quote specifications informed the respondents there may be unforeseen conditions associated with the
project. The quote amount incorporates an allowance of $20,000 for owner -directed allowance for work

related to unforeseen conditions including, but not limited to, conflicts with existing facilities not
reflected in record drawings and modifications or repairs resulting from unforeseen utility work
associated with this project. The price for any needed additional work will be negotiated prior to
commencement in accordance with the County’s Procurement Ordinance and the terms of the agreement.
County staff determined the lowest bid to be fair and reasonable and recommends awarding the project to
Kyle Construction, Inc., the lowest responsive and qualified vendor. The low bid received was 0.4
percent more than the engineer’s cost opinion. In its recommendation letter dated December 15, 2017,
the design professional, Johnson Engineering, Inc., recommends awarding the project to Kyle
Construction, Inc., who has a satisfactory performance and warranty record on previous, s imilar, utility-
related projects.
FISCAL IMPACT: The source of funding is Water User Fees, Fund (412). The project is expected to be
completed in 2018. Funding is available in, and is consistent with, the FY18 capital budget approved by
the Board September 26, 2017. The source of funding is Water User Fees, Fund (412). This is a
replacement project; therefore, operating costs are not expected to change.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
RECOMMENDATION: to approve a $466,766 work order under Request for Quotation 14-6213-109
to Kyle Construction, Inc., and authorize the Chair to sign the attached Work Order.

PROJECT PHASING NOTE :
The Project will be completed in three phases:
Phase 1 - Install main from 32nd Avenue SW along Tropicana to White Lake Boulevard along with connecting to Collier County's water system during Golden Gate High School spring break the week of March 12th. (Start - March 10th and End - March 18th) However
Contractor may work on connections, testing and clearance after these dates.
Phase 2 - Make connection to the existing main on 32nd Avenue SW after Collier County has acquired the Golden Gate system. This is anticipated to be approximately on April 1st.
Phase 3 - Includes the open cut portion of the project along White Blvd and will be constructed during summer break.
The Contractor will need to mobilize each time to complete all three phases. A Suspension Work Letter will be issued to the Contractor between phases. Upon receipt of a Resume Work Letter for Phase 2, the Contractor will have 5 days to re-mobilize and will have
30 days from issuance of the Resume Work Letter to complete the final connection to the Golden Gate System.
