EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of $93,000 transferring
funds between cost centers and line items within the Collier County Water -Sewer District
Operating Fund (408) to cover costs for unanticipated increases in bank fees and
contractual services.
OBJECTIVE: To provide adequate funding for actual / projected FY15 bank fees for credit
card payment processing and contractual services for hosting a Payment Card Industry (PCI)
compliant Interactive Voice Recognition (IVR) system, Web payments and outbound customer
courtesy call out.
CONSIDERATIONS: Utility Billing and Customer Service (UBCS) bills all customer
accounts monthly for potable water, sewer, and irrigation quality water services. Bank fees are
incurred for credit card payments. Contractual Services costs are incurred for hosting the PCI
compliant Interactive Voice Recognition (IVR), Web payments and for the courtesy call out
service to customers whose accounts have become delinquent. Bank fees and contractual
services costs will exceed the amounts budgeted for FY15 by approximately $60,000 and
$33,000 respectively due to larger than anticipated increases in the customer base and percentage
of customers paying via credit card.
FISCAL IMPACT: Funding is available to transfer $93,000 within the Collier County Water -
Sewer District Operating Fund (408).
LEGAL CONSIDERATION: This item is approved for legality and requires a majority vote
for Board approval. — JAB
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this budget amendment.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing
Board of the Collier County Water -Sewer District, approve a budget amendment in the amount of
$93,000 transferring funds between cost centers and line items within the Collier County Water -
Sewer District Operating Fund (408) to cover costs for unanticipated increases in bank fees and
contractual services.
