EXECUTIVE SUMMARY
Recommendation to accept a proposal from Atkins North America, Inc. dated June 19,
2015 for the development of a Comprehensive Watershed Improvement Project, approve a
Work Order under Contract No. 13- 6164 -SS for a not -to- exceed amount of $179,897,
authorize the County Manager or his designee to execute the Work Order and authorize all
necessary budget amendments. Project No. 51144.3
OBJECTIVE: To develop a specific, comprehensive, multi -year Watershed Improvement
Project for Collier County that integrates both the 2011 Watershed Management Plan (WMP)
and the Golden Gate Watershed Improvement Plan (GGWIP) into a single comprehensive plan
that is consistent with our overall watershed management program goals; is able to be permitted;
has the support of local community; can be funded and used for grant applications and is
implementable over 10 years.
CONSIDERATIONS: Collier County is desirous of developing a Comprehensive Watershed
Improvements Program (CWIP) that is consistent with the County's comprehensive, unified
Watershed Management Plan. As an active member of the RESTORE Act Gulf Consortium,
Collier County is also interested in developing a program that is complementary to the goals of
the RESTORE Act and is potentially eligible for related funding from either the Comprehensive
Plan Component Fund or the Spill Impact Component Fund.
The Collier County Watershed Management Plan (volumes 1 -3) prepared by Atkins Engineering
and published in November 2011, and the Golden Gate Watershed Improvement Program
(GGWIP) as adopted by Collier County and the City of Naples in February 2015, will serve as
the backbones for this plan. The goals of the CWIP will be to advance water quality
improvements, improve flood control, recharge aquifers and ecosystem restoration throughout
Collier County. It is anticipated that Collier County, the City of Naples, The City of Marco
Island, Big Cypress Basin/SFWMD and Rookery Bay will participate in the plans review and
development process. Development of this plan will be managed by Collier County utilizing a
regional Technical Advisory Committee with significant input and review from non -
governmental organizations (NGO) and citizens of Collier County.
A significant focus will be placed on the utilization and integration of existing data and studies.
Collier County will also value, to a high degree, the inclusion of the RESTORE Act Gulf
Consortium's consultant as an active participant /member of this project development. Where
possible, Collier County is committed to the utilization of the existing studies, reports and
modeling efforts that have defined these operational goals over the years. Collier County
anticipates this program development will be completed, reviewed and approved by all local
governments by January 2016. Collier also anticipates the finished product will be the
development of a multi -year, multi -phase comprehensive project plan, including implementation

strategies that will require several years to design/permit and five to eight years to construct.
The development of this CWIP will be for the front -end program /project definition and does not
include any project design, permitting or construction activities. However, next steps, such as
resource identification, research gaps, partner participation, etc. will need to be included in this
phase of work. The project execution portion of the program will be contracted separately.
To assure compliance with procurement requirements, Staff requested proposals from all 14
stormwater consultants currently under Collier County contract 13- 6164 -SS. Atkins North
America, Inc. was the only consultant to reply to this solicitation. Atkins however, is uniquely
qualified to perform this work having developed the 2011 WMP and numerous water projects for
the County and other local governments throughout the state. Atkins has also proposed the use
of an exceptional team of sub - consultants to support this project. These individuals have played
key roles in previous Collier County projects and provide additional expertise with the Big
Cypress Basin of SFWMD, strategic knowledge with the RESTORE Act Consortium, modeling
capability and program/project development.
FISCAL IMPACT: Funds in the amount of $179,897.00 are available in the Stormwater Master
Plan Fund 325 capital improvement program. A budget amendment will be needed to move
funding from the LASIP Project No. 51101 into the Stormwater Master Plan project. Source of
funds is ad valorem. Grant funding will not be used to fund this project nor will reimbursement
be requested from any grantor agency.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval. — CMG
RECOMMENDATION: That the Board of County Commissioners approves a proposal from
Atkins North America, Inc. dated June 19, 2015 for the development of a Comprehensive

Atkins North America (CONSULTANT) is pleased to provide the following scope of work for
professional engineering services to Collier County (COUNTY) for the development of a comprehensive
watershed management program to formulate technical, environmental and funding strategies for
implementation of projects and plans identified in the Collier County Watershed Management Plan
( CCWMP), 2011.
BACKGROUND
Approximately 70 percent of Collier County (ca. 1,400 square miles) has been altered by human
alternations to the natural hydrology (Atkins 2011). Prior to human alterations, rainfall either infiltrated
into the surficial and intermediate aquifers or flowed slowly through extensive wetland systems into the
coastal waters of Collier County. However, over the past 100 years, construction of roads and canals for
urban and agricultural developments has changed the timing and volume of freshwater inflows to coastal
waters, which in turn has dramatically affected the ecological health of many of Collier County's
estuaries. In addition to changes in the timing and volume of freshwater inflows into coastal waters,
drainage alterations and urbanization have lowered groundwater levels, filled wetlands, altered wildlife
distribution patterns, and increased the delivery of nutrients and other pollutants to coastal waters. Collier
County's population is expected to continue to grow at a rapid rate, highlighting the need for a
comprehensive approach to deal with these issues.
The Collier County Watershed Management Plan ( CCWMP) produced by Atkins in 2011 developed a
comprehensive approach to protecting and /or restoring the altered hydrology of the priority watersheds of
the Cocohatchee River and Corkscrew Swamp, Golden Gate Canal and Naples Bay, Rookery Bay and its
watershed, and the watersheds and estuaries of the Ten Thousand Islands. The CCWMP identified a
number of linked hydrologic and ecological restoration projects that would function on a regional basis to
allow the County to manage its natural resources in a more holistic manner. The CCWMP was presented
at a number of public workshops, and was reviewed for technical accuracy by staff with Collier County,
the Florida Department of Environmental Protection, and the South Florida Water Management District.
The CCWMP was then reviewed and adopted by the Collier County Board of County Commissioners.
Below are the recommended capital projects from the CCWMP that will be the focus of this
comprehensive plan.

To facilitate coordination between the County and the City of Naples, the Golden Gate Watershed
Improvement Program ( GGWIP) was adopted by Collier County and the City of Naples in February
2015. The CCWMP and the GGWIP are the core documents to be used in the development of the
County's Comprehensive Watershed Management Program. The objectives of this project are to: 1) re-
evaluate, further develop, and integrate projects already outlined in the CCWMP into a Comprehensive
Watershed Management Program that meets the goals of both the GGWIP and the RESTORE Act; and 2)
assist Collier County developing funding strategies for projects identified in the Comprehensive
Watershed Management Program, including various RESTORE Act funding streams.
SCOPE OF SERVICES
Task 1— Data Collection and Evaluation
The CCWMP was completed in 2011. Since that time, conditions surrounding some of the recommended
projects may have changed. Furthennore, additional studies and projects have been completed involving
the watershed. All of the available data and information pertaining to the recommended projects and the
changes in conditions must be compiled to efficiently complete an evaluation of the projects. The
CONSULTANT will collect and organize the following data;
• Available studies in the vicinity of the CCWMP recommended projects
• Newly constructed development and project plan data
• Permitted development and project plan data not yet constructed — including new road
construction projects planned within Collier County
• The most recent Geographical Information System (GIS) data available in the project areas
including but not limited to;
o Aerial photography
o Parcel data
• Environmental Resource Permit (ERP) data
• Digital Elevation data

• Technical memorandum describing and documenting data collected and where it is located in the
project deliverable folder
• Data collected in an organized, electronic deliverable
Task 2 — Initial Stakeholder Meetings and Coordination
The support of governmental agencies and non - governmental organizations potentially impacted by this
program will be critical to its success. Therefore, the CONSULTANT will organize and facilitate up to
two (2) meetings with key governmental agencies and non - governmental organizations including:
• Collier County
• Golden Gate Watershed Improvement Program Technical Advisory Ad Hoc Committee
• City of Naples
• City of Marco Island
• Collier Soil and Water Conservation District
• Florida Department of Environmental Protection
• Rookery Bay National Estuarine Research Reserve
• Florida Fish and Wildlife Conservation Commission
• South Florida Water Management District (Big Cypress Basin)
• Conservancy of Southwest Florida
• Audubon Society
The purpose of these initial stakeholder meeting(s) will be to review the project objectives and obtain
input with respect to changed conditions since the adoption of the CCWMP in 2011, current project
concepts and funding opportunities resulting from the RESTORE Act, and recommendations for project
evaluation criteria.
Stakeholder coordination will continue informally throughout the duration of the project with the input
and guidance from COUNTY. The CONSULTANT will organize and facilitate a follow up meeting
collectively with the above identified organizations to review and obtain comments on the draft
Comprehensive Watershed Management Program.
Deliverables
• Meeting minutes from the initial stakeholder meeting(s)
Task 3 — Evaluation of Existing CCWMP Recommended Projects
Since the completion of CCWMP conditions surrounding some of the recommended projects may have
changed. Accordingly, the CONSULTANT will re- evaluate the CCWMP recommended projects in terms
of technical, environmental and economic feasibility, constructability and ability to be permitted based on
current conditions - including whether real properties recommended for acquisition are still available and
at what cost. A brief field reconnaissance of the project sites will be completed under this task to verify
general field conditions at. The work conducted under this task will be summarized in a draft and final
Technical Memorandum.

Deliverables
• Technical memorandum describing the status of each of the projects relative to feasibility,
constructability and permittability based on today's conditions.
Task 4 — Project Conceptual Designs and Feasibility Analysis
Once the preliminary re- evaluation of the projects is complete, the CONSULTANT will further develop
the existing project descriptions for a limited number of the existing projects into conceptual project
designs equivalent of 15% design level and conduct a feasibility analysis for implementation of the
ranked projects. These conceptual hydraulic designs will include project plan views and a typical cross
section(s) with key elevation and size information included. Conceptual plans will be enough to
adequately depict the project and be overlaid on aerial and available Light Detection and Ranging
(LiDAR) contour information. More specifically, the CONSULTANT will complete an analysis of
probable wetland impacts, geotechnical issues, flooding impacts, land acquisition requirements and
permitting requirements. Additionally, the existing preliminary cost estimates of each project will be
updated to reflect current construction costs as well as property acquisition costs adequate to request
project funding. During this project development phase, a more detailed evaluation of project benefits will
be accomplished as well as analyzing potential project "fatal flaws ". This includes quantifying project
benefits relative to flood control, aquifer recharge, ecosystem restoration and water quality benefits such
that they have the best chance to receive RESTORE Act funding. The work conducted under this task will
be summarized in a draft and final Technical Memorandum.

conceptual plan sheets
Task 5 — Development and Application of Evaluation Criteria
The CONSULTANT will develop revised criteria and scoring metrics for evaluating and ranking projects
contained in the CCWMP. These criteria will be consistent with the adopted goals and objectives of the
Restoration Council, as well as applicable goals and objectives of the County and the GGWIP. The
Consultant will develop a draft set of evaluation criteria for review and comment by Collier County. The
work conducted under this task will be summarized in a draft and final Technical Memorandum.

Task 6 — Development of Funding Strategies
This task involves the development of funding strategies for the various priority ranked projects. The
CONSULTANT will evaluate the applicability of projects with regard to various funding sources
including RESTORE Act components, National Fish & Wildlife Foundation grants, DEP's Section 319
grants, EPA's Gulf of Mexico Program funds, Water Management District cooperative funding and other
sources. The CONSULTANT will recommend strategies for leveraging the various sources of funding.
The work conducted under this task will be summarized in a draft and final Technical Memorandum.
Deliverables
• Technical memorandum summarizing the recommended funding strategy for the projects.
Task 7 — Follow up Stakeholder Meeting(s)
The CONSULTANT will organize and facilitate up to two (2) follow up meetings with the key
governmental agencies and non - governmental organizations from Task 2 with input and guidance from
the COUNTY. The purpose of the follow up stakeholder meeting(s) will be to present the findings and
final project rankings that have considered the evaluation criteria and funding strategies for the conceptual
project designs, and the input from the stakeholders.

• Meeting minutes from the follow up stakeholder meeting(s)
Task 8 — Development of Comprehensive Watershed Management Plan
This task involves the development of a Comprehensive Watershed Management Program document.
This document will integrate the information developed for the technical memoranda of tasks 1 through 6,
with emphasis on summary of the detailed development of each project and its benefits, and present the
projects in a prioritized ranking matrix based on the established criteria and benefit -cost score. A critical
component of this document will be to detail project funding and phasing. Although positioning these
projects for RESTORE Act funding will be an integral part of this plan, the document should serve as a
roadmap for exploring other potential funding sources, and in identifying projects that may be candidates
for specific funding programs. Phasing projects in a logical order such that projects can utilize maximum
funding will also be accomplished.
Deliverables
• A stand -alone report for the Collier County Comprehensive Watershed Management Plan
Document, summarizing all of the tasks of the contract.

Work for this assignment will be performed on a time and materials basis, not to exceed the amount of
$179,897.00. Work will be billed to the County on a monthly basis based on the work completed for the

County's population is expected to continue to grow at a rapid rate, highlighting the need for a
comprehensive approach to deal with these issues.
The Collier County Watershed Management Plan ( CCWMP) produced by Atkins in 2011 developed a
comprehensive approach to protecting and/or restoring the altered hydrology of the priority watersheds of
the Cocohatchee River and Corkscrew Swamp, Golden Gate Canal and Naples Bay, Rookery Bay and its
watershed and the watersheds and estuaries of the. Ten Thousand Islands. The CCWMP identified a
number of linked hydrologic and ecological restoration projects that would function on a regional basis to
allow the County to manage its natural resources in a more holistic manner. The CCWMP was presented
at a number, of public workshops, and was reviewed for technical accuracy by staff with Collier County,
the Florida Department of Environmental Protection, and the South Florida Water Management District.
The CCWMP was then reviewed and adopted by the Collier County Board of County Commissioners.

To facilitate coordination between the County and the City of Naples, the Golden Gate Watershed
Improvement Program (GGW1P) was adopted by Collier County and the City of Naples in February
2015. The CCWMP and the GGWIP are the core documents to be used in the development of the
County's Comprehensive Watershed Management Program. The objectives of this project are to: 1) re-
evaluate, further develop, and integrate projects already outlined in the CCWMP into a Comprehensive
Watershed Management Program that meets the goals of both the GGWIP and the RESTORE Act; and 2)
assist Collier County developing funding strategies for projects identified in the Comprehensive
Watershed Management Program, including various RESTORE Act funding streams.
SCOPE OF SERVICES
Task 1— Data Collection and Evaluation
The CCWMP was completed in 2011. Since that time, conditions surrounding some of the recommended
projects may have changed. Furthermore, additional studies and projects have been completed involving
the watershed. All of the available data and information pertaining to the recommended projects and the
changes in conditions must be compiled to efficiently complete an evaluation of the projects. The
CONSULTANT will collect and organize the following data;
• Available studies in the vicinity of the CCWMP recommended projects
• Newly constructed development and project plan data
• Permitted development and project plan data not yet constructed — including new road
construction projects planned within Collier County
• ' The most recent Geographical Information System (GIS) data available in the project areas
including but not limited to;
o Aerial photography
o Parcel data
o Environmental Resource Permit (ERP) data
o Digital Elevation data

Task 2 — Initial Stakeholder Meetings and Coordination
The support of governmental agencies and non - governmental organizations potentially impacted by this
program will be critical to its success. Therefore, the CONSULTANT will organize and facilitate up to
two (2) meetings with key governmental agencies and non - governmental organizations including:
• Collier County
• Golden Gate Watershed Improvement Program Technical Advisory Ad Hoc Committee
• City of Naples
• City of Marco Island
o Collier Soil and Water Conservation District
o Florida Department of Environmental Protection
o Rookery Bay National Estuarine Research Reserve

The purpose of these initial stakeholder meeting(s) will be to review the project objectives and obtain
input with respect to changed conditions since the adoption of the CCWMP in 2011, current project
concepts and funding opportunities resulting from the RESTORE Act, and recommendations for project
evaluation criteria.
Stakeholder coordination will continue informally throughout the duration of the project with the input
and guidance from COUNTY. The CONSULTANT will organize and facilitate a follow up meeting
collectively with the above identified organizations to review and obtain comments on the draft
Comprehensive Watershed Management Program.

Task 3 — Evaluation of Eszsting CCWMP Recommended Projects
Since the completion of CCWMP conditions surrounding some of the recommended projects may have
changed. Accordingly, the CONSULTANT will re- evaluate the CCWMP recommended projects in terms
of technical, environmental and economic feasibility, constructability and ability to be permitted based on
current conditions - including whether real properties recommended for acquisition are still available and
at what cost. A brief field reconnaissance of the project sites will be completed under this task to verify
general field conditions at. The work conducted under this task will be summarized in a draft and final
Technical Memorandum.

constructability and permittability based on today's conditions.
Task 4 — Project Conceptual Designs and Feasibility Analysis
Once the preliminary re- evaluation of the projects is complete, the CONSULTANT will further develop
the existing project descriptions for a limited number of the existing projects into conceptual project
designs equivalent of 15% design level and conduct a feasibility analysis for implementation of the
ranked projects. These conceptual hydraulic designs will include project plan views and a typical cross
section(s) with key elevation and size information included. Conceptual plans will be enough to
adequately depict the project and be overlaid on aerial and available Light Detection and Ranging
(LiDAR) contour information. More specifically, the CONSULTANT will complete an analysis of
probable wetland impacts, geotechnical issues, flooding impacts, land acquisition requirements and
permitting requirements. Additionally, the existing preliminary cost estimates of each project will be
updated to reflect current construction costs as well as property acquisition costs adequate to request
project funding. During this project development phase, a more detailed evaluation of project benefits will
be accomplished as well as analyzing potential project "fatal flaws ". This includes quantifying project
benefits relative to flood control, aquifer recharge, ecosystem restoration and water quality benefits such
that they have the best chance to receive RESTORE Act funding. The work conducted under this task will
be summarized in a draft and final Technical Memorandum.

Task 5 — Development and Application of Evaluation Criteria
The CONSULTANT will develop revised criteria and scoring metrics for evaluating and ranking projects
contained in the CCWMP. These criteria will be consistent with the adopted goals and objectives of the
Restoration Council, as well as applicable goals and objectives of the County and the GGWIP. The
Consultant will develop a draft set of evaluation criteria for review and comment by Collier County. The
work conducted under this task will be summarized in a draft and final Technical Memorandum.

Task 6 — Development of Funding Strategies
This task involves the development of funding strategies for the various priority ranked projects. The
CONSULTANT will evaluate the applicability of projects with regard to various funding sources
including RESTORE Act components, National Fish & Wildlife Foundation grants, DEP's Section 319
grants, EPA's Gulf of Mexico Program funds, Water Management District cooperative funding and other
sources. The CONSULTANT will recommend strategies for leveraging the various sources of funding.
The work conducted under this task will be summarized in a draft and final Technical Memorandum.

Task 7 — Follow up Stakeholder Meeting(s)
The CONSULTANT will organize and facilitate up to two (2) follow up meetings with the key
governmental agencies and non - governmental organizations from Task 2 with input and guidance from
the COUNTY. The purpose of the follow up stakeholder meeting(s) will be to present the findings and
final project rankings that have considered the evaluation criteria and funding strategies for the conceptual
project designs, and the input from the stakeholders.

Task 8 — Development of Comprehensive Watershed Management Plan
This task involves the development of a Comprehensive Watershed Management Program document.
This document will integrate the information developed for the technical memoranda of tasks 1 through 6,
with emphasis on summary of the detailed development of each project and its benefits, and present the
projects in a prioritized ranking matrix based on the established criteria and benefit -cost score. A critical
component of this document will be to detail project funding and phasing. Although positioning these
projects for RESTORE Act funding will be an integral part of this plan, the document should serve as a
roadmap for exploring other potential funding sources, and in identifying projects that may be candidates
for specific funding programs. Phasing projects in a logical order such that projects can utilize maximum
funding will also be accomplished.

• A stand -alone report for the Collier County Comprehensive Watershed Management Plan
Document, summarizing all of the tasks of the contract.
